To boost the capability of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP), Senator Alan Peter Cayetano has refiled a measure seeking P25 billion each over five years to modernize and upgrade their camps and facilities.
Recognizing the military and police forces’ role in safeguarding national security, territorial integrity, and law enforcement, Cayetano refiled the AFP and PNP Camp Development Fund Act to ensure a dedicated and sustained funding source for this purpose.
“Peace and order is essential to not just the stability of the country, but also its continued growth. We help our military and police personnel perform and realize their mandate by ensuring that the AFP and PNP has sufficient funding for its programs, including the development of their camps and headquarters,” the senator wrote in the measure he filed on July 3, 2025.
Cayetano has always supported the military and police forces in fulfilling their duties.
When he was Speaker of the House of Representatives during the 18th Congress, he pushed for increased budgets for the AFP and the Philippine National Police (PNP) to modernize their camps and facilities.
“This is the first time in history that we are putting an item for camp development — P1 billion for the PNP and P1 billion also for the AFP,” Cayetano said on October 3, 2019.
He has since held true to his promise to support both military and police by refiling measures and seeking to augment the budgets of the PNP and AFP to further improve their facilities.
“I hope you use this goodwill na pinagaganda natin ang mga kampo,” the senator said in his speech during the groundbreaking ceremony of a crime laboratory at Camp Bagong Diwa in the City of Taguig on January 26, 2024.
The AFP and PNP Camp Development Fund is envisioned to provide a five-year program with P5 billion annual funding for each agency to modernize, develop, and upgrade military and police camps in accordance with development plans – totaling P25 billion for both AFP and PNP over the implementation period.
Cayetano noted that all development plans and related procurements will be carried out with transparency, with access to sensitive information appropriately restricted to protect national security and public order.
The proposed fund will cover construction and enhancement of key infrastructure, including training centers, lodging areas, wellness and sports facilities, internet connectivity, and security systems such as CCTV.
Cayetano also highlighted the multiplier effect of infrastructure investment, citing its potential to generate jobs, stimulate local economies, and help reduce poverty.
“Investing in infrastructure produces a multiplier effect in terms of generating employment, increasing foreign exchange earnings, and stimulating the local economy, all of which help to alleviate poverty… For said reasons, the immediate passage of this bill is earnestly sought,” he said in the measure.
