Cayetano urges inter-agency dialogue to get facts straight on Laguna Lake projects
Senate Minority Leader Alan Peter Cayetano on Tuesday called on all concerned government agencies to sit down together, clarify issues directly, and bring the facts to light amid questions surrounding projects and activities involving Laguna Lake.
During the Senate briefing on the Philippine Reclamation Authority’s (PRA) proposed 2027 budget on September 22, Cayetano emphasized that his home city of Taguig is open to investigation and that concerned agencies should likewise make an effort to discuss matters directly with one another.
“‘Pag pinag-usapan ang siyudad namin, you can investigate, everyone is open,” he said, noting that even before the briefing, his staff had already invited the PRA Chairperson to his office to clarify all concerns and facilitate coordination.
“Ang issue ko ay sa DPWH at LLDA at saka sa inyo (PRA). Tatlo kayong gobyerno, bakit hindi kayo mag-usap?” he continued, referring to the Department of Public Works and Highways and the Laguna Lake Development Authority.
Taguig City has been at the receiving end of varying criticisms regarding alleged “illegal reclamation” projects in the City’s side of Laguna Lake.
However, after Cayetano’s lengthy inquiry and discussion with PRA officials at the briefing, the agency confirmed that the projects under scrutiny are actually under the DPWH, not the City Government of Taguig, and that the responsibility to respond to PRA’s requirements falls under DPWH.
The senator then called on the PRA, DPWH, and LLDA to meet with Taguig officials so they could hear directly from one another and settle concerns on the projects rather than rely on conflicting statements.
“Kung nagpatawag kayo ng meeting ng DPWH at saka LLDA, kung inimbitahan n’yo y’ung local government, y’ung mga barangay involved, nangyari pa ba itong lahat na ito?” Cayetano said. “We can get to the bottom of any problem if we talk.”
He said investigations and questions are part of public accountability, but these should go hand in hand with coordination, dialogue, and a clear examination of the facts to avoid innocent institutions from getting caught in the middle.
“Bugbog na bugbog y’ung reputation ng city namin… So sana na-realize n’yo lang y’ung problema ngayon and sana we’re all just circumspect,” he said.

Hinimok ni Senate Minority Leader Alan Peter Cayetano nitong Martes ang mga kinauukulang ahensya na mag-usap-usap para linawin at mailabas ang katotohanan hinggil sa mga kinukwestyong development projects sa Laguna Lake.
Sa pagdinig ng Senado sa panukalang 2027 budget ng Philippine Reclamation Authority (PRA) noong September 22, sinabi ni Cayetano na gayong bukas ang Taguig City sa imbestigasyon, dapat ding direktang mag-usap ang mga ahensyang may kinalaman sa mga proyekto.
“‘Pag pinag-usapan ang siyudad namin, you can investigate, everyone is open,” aniya.
Katunayan aniya, bago pa ang pagdinig ay inimbitahan na ng kanyang opisina ang pinuno ng PRA para magkalinawan at bumuo ng maayos na koordinasyon.
“Ang issue ko ay sa DPWH at LLDA at saka sa inyo (PRA). Tatlo kayong gobyerno, bakit hindi kayo mag-usap?” aniya tungkol sa Department of Public Works and Highways at Laguna Lake Development Authority.
Samu’t saring akusasyon ang patuloy na ibinabato sa Taguig nitong mga nakalipas na linggo kaugnay ng mga umano’y “illegal reclamation” project sa bahagi nito ng Laguna Lake.
Pero matapos ang mahabang pagtatanong ni Cayetano sa mga opisyal ng PRA sa pagdinig, kinumpirma mismo ng ahensya na ang mga kinukwestyong proyektong ay sakop ng DPWH at hindi ng pamahalaang lungsod ng Taguig, at DPWH din ang may responsibilidad na tumugon sa mga hinihingi ng PRA.
Dito hinimok ng senador ang PRA, DPWH, at LLDA na makipagpulong sa mga opisyal ng Taguig para harapang malinaw ang mga isyu imbes na hayaang maglitawan sa publiko ang magkakasalungat na pahayag ng mga ahensya.

Importante aniya ang mga imbestigasyon sa pagtiyak ng pananagutan sa publiko, pero kailangan aniya rito ang koordinasyon, bukas na pag-uusap, at masusing pagtingin sa mga katotohanan para hindi naiipit ang mga institusyong wala namang ginagawang paglabag.
