Cayetano: SC must rule fast on vote threshold amid economic woes, flood control mess
Senate Minority Leader Alan Peter Cayetano called on the Supreme Court to resolve as soon as possible questions over the voting threshold for convicting an impeached official, amid uncertainty over the issue and other national concerns.
“At this time, there’s an economic difficulty. Tuloy-tuloy pa rin ang mga tanong sa flood control. It’s a disservice to our nation kung may mga uncertainties,” Cayetano told reporters in an interview.
His call came following the filing of two petitions challenging or seeking clarification on the required vote after the Senate lowered the two-thirds threshold from a fixed 16 votes to 14, counting only senators legally and factually capable of participating at the time of judgment.
“The earlier that the Supreme Court decides, better, kasi y’ung numbers na y’an ay applicable sa marami,” he said.
He pointed out that the issue could affect questions involving the Senate’s quorum, the ratification of treaties, constitutional amendments and the discipline of senators.
He said the uncertainty is particularly significant because the impeachment proceedings involve both legal and political considerations.
Cayetano acknowledged that while senators remain confident in the country’s legal system, the timing of any Supreme Court action remains uncertain.
“We’re confident in our legal system. But wala naman nakakaalam kasi sa timing, sa pace,” he said.
Cayetano also stressed that the Minority Bloc remained intact despite differences among its members during the impeachment proceedings. He said the seven minority senators continued to work together on legislation and other matters, while making their own decisions when voting as members of the impeachment court.
“Working at wala namang animosity ang pitong nandito sa Minority. Walang minority o majority pagdating sa impeachment court,” he said.

Nanawagan si Senate Minority Leader Alan Peter Cayetano nitong Biyernes sa Supreme Court (SC) na agad resolbahin ang usapin sa kinakailangang bilang ng boto para ma-convict ang isang impeached official dahil marami pang problema ang kinakaharap ng bansa.
“At this time, there’s an economic difficulty. Tuloy-tuloy pa rin ang mga tanong sa flood control. It’s a disservice to our nation kung may mga uncertainties,” sabi ni Cayetano isang panayam nitong September 25, 2026.
Kasunod ito ng paghahain ng dalawang petition na kumukuwestiyon o humihingi ng paglilinaw sa kinakailangang bilang ng boto matapos ibaba ng Senado ang two-thirds threshold mula sa fixed na 16 boto sa 14. Binibilang lamang dito ang mga senador na legal at aktwal na maaaring lumahok sa oras ng paghatol.
Ayon kay Cayetano, mas mabuting maresolba agad ang usapin dahil maaari itong magkaroon ng epekto hindi lang sa kasalukuyang impeachment proceedings kundi pati sa iba pang gawain ng Senado.

Kabilang sa mga aniya’y posibleng maapektuhan ay ang mga usapin sa quorum ng Senado, ratipikasyon ng mga treaty, pagbabago sa Konstitusyon, at pagdidisiplina sa mga senador.
Binigyang diin din ni Cayetano na mas sensitibo ang usapin dahil may legal at political considerations na sangkot sa impeachment proceedings.
Gayunman, sinabi niyang nananatiling may tiwala ang mga senador sa legal system kahit hindi malinaw kung kailan kikilos ang SC.
“We’re confident in our legal system. But wala naman nakakaalam kasi sa timing, sa pace,” sabi niya.
Samantala, nilinaw ni Cayetano na buo pa rin ang Minority Bloc sa kabila ng magkakaibang posisyon ng mga miyembro nito sa ilang usapin sa impeachment proceedings.
Ayon sa senador, patuloy na nagtutulungan ang pitong minority senators sa paggawa ng batas at iba pang trabaho sa Senado. Pero pagdating sa pagboto bilang miyembro ng impeachment court, kanya-kanyang desisyon ang bawat senador.
“Working at wala namang animosity ang pitong nandito sa Minority. Walang minority o majority pagdating sa impeachment court,” sabi ng senador.
