Proactive approach to crisis management

Senator Kuya Alan urged the government to move from reactive crisis response to early risk recognition and preparation, use data and past lessons to avoid repeated mistakes, and adopt proactive, coordinated, and locally tailored strategies.

(0:01:09) So we always start our discussion by thanking God, praising God. And there’s always something, there are always many things that we can praise God about. But ulitin ko yung favorite ko, when we start, we praise God or thank God for who He is. Kasi the more we get to know kung sino ang Panginoon, lalo natin na appreciate pagmamahal niya sa atin at lalo natin siya minamahal (mentioned viewer) magandang gabi din sa iyo but sinabi ko gandang umaga just because lampas na 12 o’clock so sa lahat ng ating mga kababayan sa Middle East, praying for the ceasefire, praying for diplomacy, praying for the talks, praying for wisdom, diba?

So yun, kanina binabanggit ko po, of course we’re praying for everyone, pamilya ng mga OFW, but we should have extra prayer sa mga kababayan natin who are actually there. Kasi kung ano problema natin, doble, triple, quadruple sa kanila, safety nila, trabaho nila, safety ng mga boss nila, future ng kumpanya nila.

(0:04:43) Even yung food security, energy security nila. So, halo-halo na. (mentioned viewer) from Kuwait. Yan, from Bohol. So, maadyong buntag sa kaninyong tanan. From Cyprus. Yan, ito naman from si (mentioned viewer) from Florida. Yan. So, guys, yung sa preparation, siguro ang gusto kong idagdag, you know, parang problema yan or addiction.

(0:05:13) To address a problem, you have to recognize that there’s a problem. To fight addiction, to have victory over addiction, kailangan ng consciousness. Ano yung addiction na yun? Bakit ka addicted doon? Yung acknowledgement, di ba kaya makikita mo…

(0:05:34) Doon sa alcoholic anonymous, gamblers anonymous, basta’t lahat ng mga addiction, pinapastart ka, so kung si Juan de la Cruz, pinapastart nila by saying, Hi, I’m Juan de la Cruz. I’m an addict. I’ve been an addict for ganito or I’ve been clean for ganito time. So, yung acknowledgement, no?

(0:05:54) So it took time for all of us to acknowledge that there is a crisis. But actually from February 28, kung hindi man may crisis na, yung potential for a crisis nandun because napaka-sensitive talaga nung area dun sa Middle East. So whether or not Iran took that strategy na parang pag nag-suffer kami, suffer tayong lahat at may iba kaming weapon.

(0:06:23) Alam natin na kung hindi man crisis, yung potential for crisis. That’s why maraming bansa nag-create ng separate crisis committee aside from the cabinet and whether it’s a prime minister, whether it’s a monarch, or whether it’s a president. Kasi nga, you have to continue governing but you also have to have your contingency plans and the actual reaction. 

(0:06:49) Yung reaction, whether relief yan or whether on-the-spot reforms. So napaka-importante po nung assessment. So kailangan mo tignan muna, ano ba nangyayari? Ano ba ang facts? Kumbaga, state of the nation. Ano ba ang state of the nation right now? February 28, March 1, April 11. 

(0:07:12) Kasi from there, yung reaction ay mas maga-guide mo. Yung preparation mo, mas maga-guide mo. So, yung, halimbawa, di ba, what’s the situation ngayon? Ang situation ngayon, ang sistema, every Monday, kung ano yung presyo ng gasolina, tapos Tuesday, palit. Pero gano kadami pa ba tayong gasolina? 60 days. So kung nagkaroon ng ganun assessment right away, baka nagkaroon ng pagpupulong ka agad sa mga oil companies at sabihin, guys, in normal times, ordinary times, itataas nyo ng ganyan.

(0:07:55) Pero ngayon, extraordinary at sobrang itataas nyan. Pag tinaas mo yan ng ganyang kabilis, apektado ka agad yung ekonomiya natin. Domino effect yan. From the tricycle drivers, jeepney drivers, mga nasa Grab, lahat yan, apektado. Mga riders natin, mga LGUs na karamihan ng sasakyan ay gasolina, etc., no?

(0:08:20) And then of course, pwede silang sumagot. But sir, boss, kailangan naman yung malaking pera kasi ganito, etc. So, I’m saying this, not to point fingers, but napaka-importante when you’re doing an assessment and you’re preparing, napaka-importante ng review at rewind. Bakit? Para hindi mo maulit yung problema. Para hindi maulit yung mali. So, a problem should be met by a solution.

(0:08:48) Not with a bigger problem. But if we don’t learn our lessons, we’ll keep having bigger problems. So the other thing about preparation is that once na mag-review tayo, i-review natin sarili nating mali, pero i-review din natin mali nung iba. So kung city ka, let’s say Taguig City, anong maling ginawa namin? Pero ano tama namin ginawa? Anong mali ang ginawa ng City A, B, C, D, E.

(0:09:17) So we can learn from that so we don’t keep repeating our own mistakes. So dadamay ko na doon yung attitude. So like si Lani, ilan araw na yan, actually ilang linggo, na ito concerns ko sa pagbibigay ng ayuda, ito sa sistema, ito sapat na ba, ganito nangyari sa ibang city, ganyan. So hanggang Sunday, Monday, sinasabihan kami, pray tayo ha, pray ha, we’re preparing, etc. So, napaka-importante, never ka komportable or overconfident. So, kahit anong ganda, nung resulta, ready ka. Pwede sabihin, okay na yan.

(0:10:01) Ang nangyari po sa akin yan. When I was Secretary of Foreign Affairs, ang dami kong interview at ang dami kong trabaho. Daming kailangan kausap. Daming kailangan puntahan. So, minsan naging routine na yung interviews. So, nung pumunta akong Al Jazeera, hindi ko niresearch yung style nung mag-i-interview, yung tema nung show niya, etc. Pero lahat naman nung facts, talking points, etc. And, you know…

(0:10:30) That’s why isang favorite verse ko yung Romans 8.28. Kasi awa ng Diyos, napaganda pa. Kasi kahit hard-hitting, mga 7 million ang nanood. But that’s not an excuse. So, I learned from that. Kasi sinabi naman ni Lani, hindi ka ba brinief ng staff mo? Actually, brini-brief nila ako. But dahil nga sunod-sunod, I wanted to relax for a while. Dami nangyari. Sinabi ko na sa dami kong interview, si Lani hindi ganon. Kahit na same group, let’s say, let’s say, mga kababaihan or let’s say, Tricycle group sa Taguig, may higit sampung libo ang tricycle, almost 20,000. So kung apat na araw bibigyan yan, every single day she treats it like it’s new. At never overconfident, never comfortable. Parang nga everyone’s on their toes. Tapos pwede kasi yung first day walang problema, yung second meron. Pwedeng three days walang problema, pero yung last day may problema, di ba?

(0:11:31) So guys, when we’re preparing, you always have to tell yourself back to basics. Fundamentals muna. Balik muna. So bago mag-start, deep breath, rewind muna. Has this situation ever happened to the Philippines?

(0:11:47) Has this ever happened to my city? Has this ever happened to my family? If yes, ano nangyari? Anong naging tamang solusyon? Anong mali? Ano yung facts? Kompleto ba yung facts? Ano kaibahan nung facts ngayon sa nangyari dati? Diba? So, in anything we do, when we give our best, yung chances ng magandang result, maganda din. And pag hindi ka nag-prepare, hindi ka nag-review, hindi ka nag-rewind, um…

(0:12:17) Hindi mo sure if you’re giving your best at kung best yung resulta. Shout out sa mga taga-kalsada Taguig. Ito naman si, sorry, from Turkey. Ayan, si (mentioned viewer). (0:12:44). So, I’ve been meeting some business groups, iba-ibang sector, just getting the feedback, getting some thoughts. Today, tinanong ko rin dun sa isa, ano tingin yung best case scenario, anong worst case scenario, anong preparation, pare-pareho ba sa buong Pilipinas. So, for example, di ba yung parating fina-flash na presyo ng gasolina, mostly Metro Manila yan eh.

(0:13:12) Pero sa maraming island provinces natin, mas malaki ang tinaas nun. So, ganun din. For example, kung sa highly urbanized cities, anywhere in Metro Manila, most of Bulacan, Pampanga, Cavite, Laguna, mga Metro Cebu, Metro Davao.

(0:13:32) Problemang problema talaga yung gasolina because nga yung public transportation from riders to tricycle, jeepney, taxi, buses, etc. Pero sa maraming rural areas, pagkain at presyo, kawalan ng trabaho pa rin ang problema. So, hindi pwedeng one size fits all. But since ang media natin is national media, national papers, national networks, ang tendency natin dalawa. One is we talk about Metro Manila and number two, when we talk as if we’re talking na buong Metro Manila is the same situation sa bundok, sa isla, sa bawat barangay sa ating bansa. So we have to be careful about that because pag nagbigay tayo ng tulong, pag tayo’y naghahanap ng solusyon, kailangan personalized yan. 

(0:14:34) Kailangan nakatutok yan sa sitwasyon ng mga lugar na yon. So, ganun din. When we say, we’ll give fishermen ganitong amount, we’ll give farmers ganitong amount, iba din needs nila. At saka, iba-iba yung sa tinatanim ng farmers, iba-iba din ang sitwasyon nila. So, everyone will accept the ayuda, everyone will get the money, but it doesn’t mean, so halimbawa, 5,000, sa karamihan, kulang yun. Pero sa iba, malaking kulang, sa iba, napakalaking, mas lalong kulang yun, di ba? So, for example, di ba, kung taxi driver ka, tapos gas ang gamit mo, kulang yung 5,000. Pero kung jeepney driver ka, diesel yung sasakyan mo, so magkaiba sila ng sitwasyon.

(0:15:27) So napaka-importante pagka yung magpre-prepare ka, whether it’s a family problem, community problem, PTA problem, problem sa ekonomiya, kompleto yung facts tapos talagang nakapersonalize or specific at targeted. Our government is getting there. Every day pag nagmamonitor ako, nakikita ko na may adjustments, di ba? But of course, we expect na coordinated and comprehensive and very clear, no? Na may clarity yung response, di ba? So, guys, continue praying for the country. Continue crowdsourcing mga potential solutions. Then, huwag na tayo maghintay ng worst case scenarios.

(0:16:17) So for example, kung may bakanteng lupa, may opportunity sa bawat lugar, lalo sa urban, magtanim. Diba yung urban farming, dinidiscuss namin kanina yun, can really help our food security and to save money during this time. Kung mag-online classes na naman, marami, wala namang internet, or masama ang internet, or walang gadget. So, yung pagprepare ng tutorial, lalo kung, let’s say, college ka, high school pa kapatid mo, or high school ka, elementary pa ang kapatid mo, yung mga tutorial, napaka-importante para hindi tayo maiwan. So, many, many things to discuss to say. I’ll find a better hour tomorrow, but I’d like to thank everyone for your support, for your prayers. 

(0:17:08) Nandun ang criticism sa democracy, importante yun. Try to keep it creative. Sometimes we have to get mad para mapansin.

(0:17:17) But napaka-importante na may sober voices parati. Whether yan ay media, whether yan ay congress, yan ay nasa barangay, yan nasa executive department. But napaka-importante ang basis parate natin, truth. Garbage in is garbage out. So kung mali facts natin, mali din ang conclusion natin. Kung mali ang mga figures natin sa pagbibigay ng ayuda, hindi mabibigyan lahat.

(0:17:43) Or hindi magiging effective. So, pray nga for these specific points so that we will always be much more prepared and we can plan better. That way, we can leverage and have a better response sa lahat ng problema ng ating bansa. God bless you guys. Have a good sleep. Thank you very much.
