Senate Minority Leader Alan Peter Cayetano on Monday warned that the manner in which the Philippines responds to recent statements by the Chinese Embassy in Manila carries consequences for overseas Filipino workers (OFWs), future generations, and the economy, even as he backed a firm defense of national sovereignty.

Cayetano made the remarks during his interpellation with Senator Francis “Kiko” Pangilinan on February 9, 2026 on Senate Resolution No. 256, which condemns public statements by the Chinese embassy criticizing Philippine officials and institutions defending the country’s sovereignty and maritime rights.

The Minority Leader said there is no disagreement in the Senate on protecting Philippine territory but stressed that the manner of response matters.

“This affects OFWs, this affects our ailing economy, this affects our being a Christian nation, this affects our moral ascendancy,” he said.

Cayetano cautioned against responding to provocation with similar conduct, saying this could weaken the country’s credibility rather than strengthen its position.

He said calling out lies and disinformation should not come at the expense of discipline and decorum.

“May mga anak kayo, may mga apo… Pwede mo bang sabihin sa anak mo na ‘pag mali (ang ibang tao), gumawa rin sila ng mali, na OK lang mang-bully kasi mas bully sila?” he said.

Addressing statements by Philippine Coast Guard spokesperson Commodore Jay Tarriela who even showed a caricature of Chinese President Xi Jinping during a presentation, Cayetano said support for the country does not excuse conduct that crosses professional lines.

He reiterated that the Philippines can assert its sovereignty and maritime rights firmly and constructively without resorting to language or behavior that could undermine the country’s standing at home and abroad. 

“We are for the Coast Guard… But if one of their generals went over the line and did something that is wrong, childish, undiplomatic, reckless, unprofessional, it’s also our duty [to call him out]. Did we file a resolution here to ask someone to correct him? No,” he said.

The resolution was later adopted by the Senate, with Cayetano maintaining his position and not taking part in the vote.

Nagbabala ni Senate Minority Leader Alan Peter Cayetano nitong Lunes na hindi biro ang magiging epekto ng paraan ng pagtugon ng Pilipinas sa mga pahayag ng Chinese Embassy in Manila dahil aniya umano itong makaapekto sa overseas Filipino workers (OFWs), ekonomiya, at maging sa mga pagpapahalaga ng susunod na henerasyon.

Ito ang pahayag ni Cayetano sa kanyang interpellation kay Sen. Francis “Kiko” Pangilinan kaugnay ng Senate Resolution No. 256 na kumokondena pagbatikos ng Chinese Embassy sa mga opisyal at institusyong Pilipino na nagtatanggol sa soberanya at karapatang pandagat ng bansa.

Ayon kay Cayetano, malinaw na nagkakaisa ang Senado sa pagtatanggol sa teritoryo ng Pilipinas, ngunit iginiit niyang mahalaga rin kung paano ito isinasagawa.

Binalaan ng senador ang Senado laban sa pagganti ng parehong asal sa mga probokasyon dahil maaari nitong pahinain ang kredibilidad ng bansa sa halip na patibayin ang posisyon nito.

Giit pa niya, mahalagang ituwid ang kasinungalingan at disinformation ngunit hindi ito dapat gawin kapalit ng disiplina at propesyonal na asal.

“May mga anak kayo, may mga apo… Pwede mo bang sabihin sa anak mo na ‘pag mali (ang ibang tao), gumawa rin sila ng mali, na OK lang mang-bully kasi mas bully sila?” wika niya.

Tinukoy ni Cayetano ang naging pahayag at presentasyon ng Philippine Coast Guard spokesperson na si Commodore Jay Tarriela, na nagpakita pa ng caricature ni Chinese President Xi Jinping. 

Ayon sa Minority Leader, hindi lisensya ang pagsuporta sa bansa para lumampas sa hangganan ng pagiging propesyonal.

Binigyang diin niya na posibleng igiit ng Pilipinas ang soberanya at karapatang pandagat nito nang matatag ngunit maayos at hindi sinisira ang imahe ng bansa sa loob at labas ng bansa.

“We are for the Coast Guard… But if one of their generals went over the line and did something that is wrong, childish, undiplomatic, reckless, unprofessional, it’s also our duty [to call him out]. Did we file a resolution here to ask someone to correct him? No,” wika ni Cayetano.

Sa huli, inaprubahan ng Senado ang resolusyon ngunit nanindigan si Cayetano sa kanyang posisyon at hindi na nakibahagi sa botohan.

Senate Minority Leader Alan Peter Cayetano on Monday stressed that he stands firmly with the rest of the Senate in upholding Philippine sovereignty in the West Philippine Sea, even as he maintains a different approach and strategy on how to address issues surrounding it.

Cayetano, who served as Foreign Affairs Secretary from 2017 to 2018 and was involved in diplomatic talks between the Philippines and China, made this statement during his interpellation with Senator Francis “Kiko” Pangilinan on the Proposed Senate Resolution No. 256.

“Pareho tayo ng stand: Atin ang West Philippine Sea. [Pero] iba lang ang approach natin. We can discuss soberly, secure our territory, and benefit from all of this without being ‘pro’ or ‘anti’ China,” the Minority Leader said on February 9, 2026.

The resolution condemns recent public statements made by the Chinese embassy in Manila criticizing Philippine officials and institutions for their positions defending national sovereignty and maritime rights.

Fifteen senators signed the resolution, with Cayetano, Senator Pia Cayetano and seven other members of the Minority bloc opting not to do so. Their decision drew public criticism, with some sectors branding the non-signatories as ‘Tsinador’ and accusing them of failing to uphold national interest and sovereignty.

“Wala tayong question sa territory at sovereignty. Sana magkaisa tayo na kapag mali ang ginawa ng isang empleyado ay mali. Wala tayong bastusan. We follow the decorum. We follow the order,” Cayetano said.

The Minority Leader was referring to statements and a caricature made by Philippine Coast Guard Spokesperson Commodore Jay Tarriela poking fun at Chinese President Xi Jin Ping, which sparked heated exchanges and eventually led to the filing of the Senate resolution. 

Cayetano also scored attempts to politicize the issue, stressing that the Minority senators’ refusal to sign the resolution stemmed solely from differences in approach, not from a lack of patriotism. 

“In the Senate, we know where we agree and disagree. We can love the Philippines, protect our territory, and secure our victory under the UNCLOS (United Nations Convention on the Law of the Sea) 2016 Arbitrary ruling. Magkakampi tayo,” he said.

He then called to strengthen the national consensus regarding claims in the West Philippine Sea as well as sober, professional, and respectful exchanges on the issue without stooping to political division and name calling.

“My point is that we can discuss this soberly as patriotic Filipinos — how to navigate these challenges, secure our territory, and benefit from our sovereign rights — without resorting to labels like ‘pro-China,’ ‘anti-China,’ or ‘Tsinador,’” he concluded. 

After the exchange, the Senate passed the resolution on third reading, with the Cayetanos not taking part in its adoption. ###
