Cayetano pushes for LLDA board dialogue, inclusive planning for Laguna Lake

Senate Minority Leader Alan Peter Cayetano on Monday called for a clearer, more inclusive process for resolving development issues around Laguna Lake, urging the Laguna Lake Development Authority (LLDA) to bring affected local governments into the discussion and provide a concrete path forward for pending proposals.

During the Senate briefing on the Department of Environment and Natural Resources’ (DENR) proposed 2027 budget on October 19, Cayetano asked whether Taguig and Muntinlupa had been adequately consulted in the preparation of the LLDA’s proposed master plan for Laguna Lake, noting that both cities also have substantial lakeshore areas that could be affected by its implementation.

“How can you have a master plan when the biggest stakeholders are also not consulted?” Cayetano said after the LLDA cited consultations through regional development bodies but could not confirm whether Metro Manila and its affected LGUs had also been consulted.

The senator also pressed the LLDA to clarify its regulatory requirements for major infrastructure projects along the lake, particularly the Laguna Lake Road Network (LLRN), and whether portions involving landfilling should be covered by the agency’s rules on reclamation.

He stressed the importance of establishing clear responsibilities and applying environmental requirements consistently, rather than allowing uncertainty over permits and jurisdiction to hold up the resolution of issues involving the lake.

Cayetano also sought a way to reopen dialogue between the LLDA and the Taguig City government over a proposed memorandum of agreement (MOA). After the agency’s representative indicated that the proposal had not been submitted to the LLDA board, Cayetano asked whether the city could submit it directly for consideration.

DENR said the document could be referred to the LLDA for comments and that a special board meeting could be called to discuss it.

“We’re here to look for a way forward,” Cayetano said.

The senator said the broader objective is to protect the lake while ensuring that development decisions are guided by clear rules, proper coordination, and meaningful consultation with affected communities and local governments.

Cayetano stressed that the process should remain fair and focused on protecting the lake, regardless of which local government or project is involved.

“No special favors. Kung ano ang best for the lake,” he said.

“We’re here to look for a way forward,” ani Cayetano.

“No special favors. Kung ano ang best for the lake,” diin niya.
