Cayetano reiterates push for safer schools, stronger values formation as School Safety Month begins

As the country observes School Safety Month this July, Senate Minority Leader Alan Peter Cayetano renewed his call for safer schools and stronger values formation following a series of violent incidents involving students that renewed concerns over campus safety. 

The call comes after a string of violent incidents involving students that have raised fresh concerns over school safety. Among the most recent were the stabbing of two Grade 11 students inside Cabaluay National High School in Zamboanga City and the recovery of a loaded .38-caliber revolver with six live rounds from a Grade 10 student inside a school in Barotac Nuevo, Iloilo.

The incidents followed the deadly school shooting in Tacloban City and separate stabbing cases involving students in Cavite and Negros Occidental.

Established under Proclamation No. 115-A, s. 1966, School Safety Month aims to promote safe, secure, and resilient learning environments through greater awareness, preparedness, and shared responsibility among schools, families, communities, and government.

While improving campus security is necessary, Cayetano said preventing violence begins long before students enter the classroom.

“We cannot allow violence at the home, in church, in school. Noong araw, iyan ang safe space. Pero ngayon, sa ibang parte ng mundo, marami na sa school, [violence ang] nangyayari,” he said.

Cayetano has long advocated for strengthening values education as part of efforts to prevent violence among the youth. On July 3, 2025, he filed Senate Bill No. 101, or the proposed Filipino Identity in Values Act, which seeks to institutionalize a national program on values, etiquette, and moral uprightness through schools, families, communities, faith-based organizations, and government.

The proposal builds on his earlier initiative as Speaker of the House during the 18th Congress, when he authored House Bill No. 1, which later became Republic Act No. 11476, or the GMRC and Values Education Act, restoring Good Manners and Right Conduct and Values Education as core subjects in the K to 12 curriculum.

Cayetano emphasized that schools, homes, and places of worship must remain the safest spaces for children, adding that protecting young Filipinos requires the shared commitment of parents, educators, communities, and government.

“The reason that we’re more sensitive when it is schools, churches, or home is because this is the place where children should be safe,” he said.

“Hindi tayo pwedeng ma-desensitize d’yan. Hindi pwedeng maging normal iyan,” he added.

Cayetano iginiit ang mas ligtas na paaralan, matibay na values formation

Kasabay ng paggunita ng bansa sa School Safety Month ngayong July, muling nanawagan si Senate Minority Leader Alan Peter Cayetano para sa mas ligtas na mga paaralan at mas matibay na values formation kasunod ng sunod-sunod na mararahas na insidente na kinasangkutan ng mga estudyante.

Kabilang sa mga pinakahuling insidente ang pananaksak sa dalawang Grade 11 students sa loob ng Cabaluay National High School sa Zamboanga City at ang pagkakatuklas ng isang .38-caliber revolver na may anim na bala mula sa isang Grade 10 student sa loob ng isang paaralan sa Barotac Nuevo, Iloilo.

Nauna rito ang pamamaril sa isang paaralan sa Tacloban City, gayundin ang magkahiwalay na insidente ng pananaksak na kinasangkutan ng mga estudyante sa Cavite at Negros Occidental.

Sa ilalim ng Proclamation No. 115-A, s. 1966, itinatakda tuwing July ang School Safety Month upang isulong ang ligtas, maayos, at matatag na learning environment sa pamamagitan ng mas mataas na kamalayan, kahandaan, at pagtutulungan ng mga paaralan, pamilya, komunidad, at pamahalaan.

Bagaman mahalagang palakasin ang seguridad sa mga paaralan, sinabi ni Cayetano na ang pag-iwas sa karahasan ay nagsisimula bago pa man pumasok ang mga bata sa silid-aralan.

“We cannot allow violence at the home, in church, in school. Noong araw, iyan ang safe space. Pero ngayon, sa ibang parte ng mundo, marami na sa school, [violence ang] nangyayari,” wika niya.

Matagal nang isinusulong ni Cayetano ang pagpapalakas ng values education bilang isa sa mga susi sa pagpigil sa karahasan sa hanay ng kabataan. Noong July 3, 2025, inihain niya ang Senate Bill No. 101 o ang panukalang Filipino Identity in Values Act, na naglalayong maisabatas ang isang pambansang programa sa values formation, tamang asal, at moral na pamumuhay sa pamamagitan ng mga paaralan, pamilya, komunidad, faith-based organizations, at pamahalaan.

Karugtong ito ng nauna niyang inisyatiba bilang Speaker ng House of Representatives noong 18th Congress nang ihain niya ang House Bill No. 1, na kalauna’y naging Republic Act No. 11476 o ang GMRC and Values Education Act. Sa ilalim ng batas, ibinalik bilang core subjects sa K to 12 curriculum ang Good Manners and Right Conduct (GMRC) at Values Education.

Binigyang diin ni Cayetano na dapat manatiling pinakaligtas na lugar para sa mga bata ang paaralan, tahanan, at mga lugar ng pagsamba. 

Aniya, hindi ito magagawa ng pamahalaan lamang kundi nangangailangan ng sama-samang pagkilos ng mga magulang, guro, komunidad, at iba pang sektor ng lipunan.

“The reason that we’re more sensitive when it is schools, churches, or home is because this is the place where children should be safe,” wika niya.

“Hindi tayo pwedeng ma-desensitize d’yan. Hindi pwedeng maging normal iyan,” dagdag niya.
