Cayetano’s Emergency Response unit brings relief to Rizal

As relentless monsoon rains continue to batter Luzon, nearly 300 residents of Rodriguez, Rizal, received emergency aid and food on Wednesday through the Emergency Response Program of Senate Minority Leader Alan Peter Cayetano.

On August 19, the Cayetano relief team visited two sites to bring immediate assistance to families in need — first at Sitio Pulang Lupa in Barangay San Jose (Sub-Urban), and later at the barangay hall, both in Rodriguez, Rizal.

At Sitio Pulang Lupa, the team distributed food packs and bottled water to families living along the river, many of whom come from low-income households. The team also inspected damaged sections of the floodwall, where visible cracks have raised concerns about the safety of the community.

Later in the day, the Cayetano team proceeded to the Barangay San Jose hall, where it distributed additional food packs and bottled water to barangay staff, personnel, and frontliners.

The outreach was made possible with the assistance of Barangay Captain Glenn Evangelista and Kagawad Mar Pastoral.

Cayetano’s Emergency Response unit provides relief, or pantawid, and recovery and rehabilitation, or pang-ahon, assistance to Filipinos affected by disasters such as floods, fires, earthquakes, and landslides. These efforts form part of the senator’s long-standing push to establish a dedicated Emergency Response Department, or ERD.

Filed as Senate Bill No. 105 in the 20th Congress, the proposed ERD Act seeks to create a focused, streamlined, and specialized department that would strengthen the government’s capacity to plan for, respond to, and recover from disasters more effectively and swiftly.

Under the proposed measure, the National Disaster Risk Reduction and Management Council and the Office of Civil Defense would be subsumed into the new department, while the Philippine Institute of Volcanology and Seismology and the Philippine Atmospheric, Geophysical and Astronomical Services Administration would serve as attached agencies.

While the bill remains pending in committee, Cayetnao remains committed to providing urgent assistance and restoring hope in communities affected by disasters through their continuing Emergency Response operations.

The latest relief effort comes as Luzon reels from weeks of storms and monsoon rains that have caused widespread flooding and displacement since early August.

Emergency Response unit ni Cayetano naghatid ng tulong sa Rizal

Habang patuloy ang malakas na ulan dulot ng habagat, halos 300 residente ng Rodriguez, Rizal ang nakatanggap ng agarang tulong at pagkain nitong Miyerkules sa pamamagitan ng Emergency Response Program ni Senate Minority Leader Alan Peter Cayetano.

Nitong August 19, bumisita ang relief team ni Cayetano sa dalawang lugar para magbigay ng tulong sa mga pamilyang nangangailangan — una sa Sitio Pulang Lupa sa Barangay San Jose (Sub-Urban) at pagkatapos sa barangay hall na parehong nasa Rodriguez, Rizal.

Sa Sitio Pulang Lupa, namahagi ang team ng food packs at bottled water sa mga pamilyang nakatira sa tabi ng ilog. Tiningnan din ng team ang mga sirang bahagi ng floodwall, kung saan may mga nakikitang bitak na nagdudulot ng pag-aalala sa kaligtasan ng komunidad.

Nang bandang hapon, pumunta naman ang Cayetano team sa barangay hall ng San Jose kung saan namahagi sila ng karagdagang food packs at bottled water sa mga kawani ng barangay at mga frontliner.

Ang outreach na ito ay naging posible sa tulong nina Barangay Captain Glenn Evangelista at Kagawad Mar Pastoral.

Ang Emergency Response unit ni Cayetano ay nagbibigay ng tulong-pantawid (relief), at tulong-pang-ahon (recovery at rehabilitation) sa mga kababayang naaapektuhan ng mga sakuna gaya ng baha, sunog, lindol, at landslide. Ang mga ganitong outreach ay bahagi ng matagal na niyang adbokasiya na magtatag ng isang dedicated Emergency Response Department (ERD).

Nakatala ito sa panukalang batas ni Cayetano na Senate Bill No. 105 sa 20th Congress. Layon ng ERD Act na lumikha ng isang nakatuon, maayos, at espesyalisadong departamento na magpapalakas sa kakayahan ng gobyerno na magplano, tumugon, at makabangon mula sa mga sakuna nang mas mabilis at epektibo.

Sa ilalim ng panukala, ang National Disaster Risk Reduction and Management Council at ang Office of Civil Defense ay isasama sa bagong departamento, habang ang Philippine Institute of Volcanology and Seismology at ang Philippine Atmospheric, Geophysical and Astronomical Services Administration ay mananatiling mga kaakibat na ahensya.

Habang nakabinbin pa sa komite ang panukalang batas na ito, patuloy pa rin si Cayetano sa pagbibigay ng agarang tulong at pagbabalik ng pag-asa sa mga komunidad na naaapektuhan ng kalamidad sa pamamagitan ng kanilang patuloy na Emergency Response operations.

Ang pinakahuling relief effort na ito ay naganap habang patuloy na dumaranas ng matinding pagbaha at paglikas ang Luzon dahil sa sunud-sunod na bagyo at ulan dahil sa habagat simula pa noong unang bahagi ng Agosto.
