Senate Minority Leader Alan Peter Cayetano on Friday called for a national dialogue that would address both the practical causes of flooding and the recurring corruption that undermines the country’s flood-control efforts.
In a Facebook livestream on September 4, 2026, the Minority Leader stressed that flood-control projects and government reforms alone cannot end the country’s recurring floods.
He said the Philippines needs a comprehensive strategy that connects flood-control infrastructure with urban planning, land use, rural development, accountability, and ultimately national values.
“There has to be a national dialogue and discussion. Hindi debate [but] a national dialogue on transforming our nation and how we can ensure that as much as possible, it’s flood-free,” he said.
Cayetano said while poor design and faulty implementation of flood control structures contribute to flooding, other systemic factors must also be addressed, including rapid urbanization, improper land-use and building permits, weak rural development, population density, and inadequate sanitation.
He explained that as cities become denser and more land is covered with concrete, problems involving drainage, sanitation, and land use also increase.
He also linked this overcrowding in cities to the lack of jobs, services, and infrastructure in rural communities.
These factors, Cayetano said, must be studied and addressed together through a national dialogue.
“Hindi pwedeng y’ung beautiful, brilliant ideas na paisa-isa. Kailangan po kumpleto-rekado para ma-solve po y’ung flooding,” he said.
Solution to recurring corruption
But Cayetano said technical solutions and government reforms would have limited effect if corruption continued to return.
He said corruption had repeatedly resurfaced under successive administrations, often worse than the previous one, despite reforms introduced after each controversy.
Cayetano traced this pattern from allegations of abuse and corruption during Martial Law to what he described as “decentralized corruption” under President Corazon Aquino, Department of Health controversies under President Fidel Ramos, the jueteng scandal under President Joseph Estrada, the fertilizer fund scam under President Gloria Macapagal-Arroyo, the Napoles pork barrel scam under President Benigno Aquino III, and alleged ghost projects under the present administration.
“There were changes, there were reforms, but there was no renewal, there was no transformation,” he said.
Cayetano reiterated that lasting change requires a national transformation rooted in values such as integrity.
He explained that values shape people’s daily actions. These actions become habits, habits build character, and character eventually forms personal and national identity.
“Wala pong pagbabago ‘pag walang pagbabago sa values,” he said.
Cayetano ended his livestream by urging Filipinos to pray for those affected by the severe weather conditions and for the country to experience lasting transformation.
“Prayers po that hindi lang change, but we will experience talaga po a God-given transformation. How do we do that? Sabi po sa Bibliya, seek first His kingdom and righteousness and everything else shall be added unto us,” he said.

Sa isang Facebook livestream noong September 4, 2026, iginiit ni Cayetano na hindi sapat ang mga flood-control project at reporma ng gobyerno para wakasan ang paulit-ulit na pagbaha.
Aniya, kailangan ng Pilipinas ng isang komprehensibong estratehiya na mag-uugnay sa flood-control infrastructure, urban planning, land use, rural development, accountability, at higit sa lahat, tamang values bilang isang bansa.
“There has to be a national dialogue and discussion. Hindi debate [but] a national dialogue on transforming our nation and how we can ensure that as much as possible, it’s flood-free,” sabi niya.
Ayon kay Cayetano, bagama’t nakadadagdag sa pagbaha ang maling disenyo at palpak na mga flood-control structure, nagiging sanhi rin nito ang samu’t saring sistemakong problema gaya ng mabilis na urbanisasyon, maling land use, pagbibigay ng building permits sa mga lugar na hindi dapat tayuan, mahinang rural development, pagsisiksikan sa mga lungsod, at kakulangan sa maayos na sanitation.
Iniugnay din niya ang pagsisiksikan sa mga lungsod sa kakulangan ng trabaho, serbisyo, at imprastraktura sa mga kanayunan.
Paliwanag niya, habang dumarami ang tao sa mga siyudad at mas maraming lupa ang natatakpan ng semento, lalo ring lumalala ang mga problema sa drainage, sanitation, at land use.
Giit ni Cayetano, kailangang pag-aralan at tugunan nang sabay-sabay ang mga problemang ito sa pamamagitan ng isang national dialogue.
“Hindi puwedeng ’yung beautiful, brilliant ideas na paisa-isa. Kailangan po kumpleto-rekado para ma-solve po ’yung flooding,” sabi niya.
Solusyon sa paulit-ulit na korapsyon
Sinabi ni Cayetano na magiging limitado ang epekto ng mga teknikal na solusyon at reporma ng gobyerno kung hindi matutuldukan ang kultura ng korapsyon.
Puna ng senador, bawat administrasyon ay palala nang palala ang mga iskandalo ng korapsyon kahit na may mga repormang ipinatutupad pagkatapos ng bawat kontrobersiya.
Makikita aniya ito sa kasaysayan ng bansa, mula sa mga alegasyon ng pang-aabuso at korapsyon noong Martial Law, ang “decentralized corruption” sa ilalim ni dating Pangulong Corazon Aquino, ang mga kontrobersiya sa Department of Health noong administrasyong Fidel Ramos, jueteng scandal sa panahon ni Joseph Estrada, fertilizer fund scam sa ilalim ni Gloria Macapagal-Arroyo, Napoles pork barrel scam noong administrasyong Benigno Aquino III, at mga alegasyon ng ghost projects sa kasalukuyang administrasyon.

Diin ni Cayetano, kailangan ng national transformation na nakaugat sa mga pagpapahalaga gaya ng integridad para magkaroon ng pangmatagalang pagbabago.
Paliwanag niya, hinuhubog ng values ang pang-araw-araw na kilos ng tao. Ang mga kilos na ito ay nagiging habits, ang habits ay humuhubog sa character, at ang character ay nagiging bahagi ng personal at national identity.
“Wala pong pagbabago ’pag walang pagbabago sa values,” sabi niya.
Sa huli, nanawagan siya sa mga Pilipino na ipagdasal ang mga kababayang lubusang naaapektuhan ng patuloy na malalakas na ulan at pagbaha, gayundin ang pangmatagalang pagbabago sa bansa.
