Over a thousand flood-hit NCR residents, hospital patients receive food aid from Cayetano
From flood-hit communities to hospitals, the emergency response team of Senate Minority Leader Alan Peter Cayetano made the rounds in Metro Manila on Wednesday to bring immediate help to residents and patients amid persistent heavy rains.
The team visited 10 locations in Quezon City, Manila, and Mandaluyong to distribute hot meals and bottled water to affected families, evacuees, hospital patients, workers, frontliners, and patient companions.
In Quezon City, the team visited Barangays Damayan, Del Monte, Mariblo, Talayan, and Tatalon, where floodwaters forced thousands to seek safety on rooftops or take shelter in evacuation centers.
Patients, frontliners, and companions of emergency room patients also received assistance at the Philippine Orthopedic Center and East Avenue Medical Center, both in Quezon City.
On the same day, the team also reached flood-hit residents in Barangay 39 in Tondo, Manila, as well as patients and frontliners at San Lazaro Hospital in Sta. Cruz, Manila.
According to the local Social Welfare and Development office, a portion of San Lazaro Hospital was flooded on Tuesday, forcing the temporary closure of its outpatient department. The water had subsided by Wednesday, and hospital personnel had begun cleaning the affected hospital facilities.
In Mandaluyong, Cayetano’s team provided food assistance to frontliners, outpatients and their companions, and emergency room patients at the National Center for Mental Health.
The team conducted the distribution activities in coordination with the local government officials and hospital officials, who expressed gratitude on behalf of their constituents and the patients.
“Nawa’y marami pa pong binaha ang matulungan ng ating Senador Alan Peter Cayetano,” Del Monte Barangay Kagawad Ronald Galo said.
Barangay Tatalon Chairman Kiko Del Mundo likewise thanked the Senator for consistently supporting the community during calamities, noting that their neighborhood often endures repeated flooding as a natural catch basin.
“Kami po ay nagpapasalamat sa laging pagsuporta at pagtulong sa tuwing may sakuna sa Barangay Tatalon. At wala man pong sakuna, lagi niyo pong naaalala ang Barangay Tatalon,” Del Mundo said.
The outreach took place as Habagat continued to affect Luzon, bringing rains and flooding to Metro Manila. A low-pressure area east of extreme Northern Luzon had also developed into a Tropical Depression Neneng.
Aside from mobilizing his office’s emergency response unit during calamities, Cayetano continues to push for a permanent agency that would oversee the full cycle of disaster management in the country, from risk mitigation and preparedness to emergency response and long-term rehabilitation.
He first filed the Emergency Response Department Act in 2013 following the devastation caused by Super Typhoon Yolanda.
He refiled the measure as Senate Bill No. 105 in July 2025, seeking to create a full-time, science-based, and people-centered department that would lead the government’s immediate response during calamities and ensure sustained support for affected communities until they recover.

Umikot sa Metro Manila nitong Miyerkules ang emergency response team ni Senate Minority Leader Alan Peter Cayetano para maghatid ng agarang tulong sa mga residente at pasyente sa gitna ng tuloy-tuloy na malalakas na ulan.
Sampung lugar sa Quezon City, Manila, at Mandaluyong ang pinuntahan ng grupo kung saan namahagi sila ng pagkain at inuming tubig sa mga pamilyang nasalanta ng baha, evacuee, pasyente, hospital worker, frontliner, at bantay ng mga pasyente.
Sa Quezon City, pinuntahan ng team ang mga barangay ng Damayan, Del Monte, Mariblo, Talayan, at Tatalon kung saan libu-libong residente ang napilitang umakyat ng bubong sa taas ng baha, habang ang iba ay lumikas sa mga evacuation center.
Naghatid din ng tulong ang team sa mga pasyente, frontliner, at bantay ng mga pasyente sa emergency room ng Philippine Orthopedic Center at East Avenue Medical Center.
Tumungo rin ang grupo sa Lungsod ng Maynila para mamahagi ng tulong sa mga binahang residente sa Barangay 39 sa Tondo, pati ang mga pasyente at frontliners sa San Lazaro Hospital sa Sta. Cruz.
Ayon sa local Social Welfare and Development office, binaha ang isang bahagi ng San Lazaro Hospital noong Martes kaya pansamantalang isinara ang outpatient department nito. Sa kabutihang-palad, humupa naman ang tubig pagsapit ng Miyerkules at sinimulan na ng mga kawani ang paglilinis sa mga apektadong pasilidad.
Sa Mandaluyong, naghatid din ng pagkain at inuming tubig ang grupo ni Cayetano sa mga frontliner, pasyente, at kanilang mga bantay sa emergency room ng National Center for Mental Health.
Matagumpay na naisagawa ang buong araw na aktibidad sa pakikipagtulungan ng mga pinuno ng barangay at mga kawani ng ospital, na nagpahayag ng pasasalamat sampu ng kanilang mga nasasakupan at mga pasyente.

Nagpasalamat din si Barangay Tatalon Chairperson Kiko Del Mundo sa patuloy na suporta ni Cayetano sa kanilang komunidad tuwing may kalamidad.
Aniya, madalas bahain ang Tatalon dahil nagsisilbi itong natural catch basin o likas na saluhan ng tubig-baha.
“Kami po ay nagpapasalamat sa laging pagsuporta at pagtulong sa tuwing may sakuna sa Barangay Tatalon. At wala man pong sakuna, lagi niyo pong naaalala ang Barangay Tatalon,” mensahe ni Del Mundo sa senador.
Isinagawa ang outreach sa gitna ng patuloy na pag-iral ng Habagat sa Luzon, na nagdulot ng ilang linggong pag-ulan at pagbaha sa Metro Manila. Naging Tropical Depression Neneng na rin ang low-pressure area na namataan sa silangan ng extreme Northern Luzon.
Kasabay ng pagresponde ng kanyang sariling tanggapan tuwing kalamidad, patuloy ding isinusulong ni Cayetano ang pagtatatag ng isang permanenteng pambansang ahensya na tututok sa buong proseso ng disaster management sa bansa — mula risk mitigation at paghahanda, hanggang emergency response at pangmatagalang rehabilitasyon.
Una niyang inihain ang panukalang Emergency Response Department Act noong 2013, kasunod ng pinsalang iniwan ng Super Typhoon Yolanda.
Muli niya itong inihain bilang Senate Bill No. 105 noong July 2025, na layong bumuo ng isang departamentong kikilos buong taon nang nakabatay sa siyensya at nakasentro sa pangangailangan ng mga mamamayan.
Pangungunahan ng naturang ahensya ang agarang pagresponde ng pamahalaan at titiyaking magpapatuloy ang suporta sa mga nasalantang komunidad hanggang sa kanilang tuluyang pagbangon.
