Calling to Protect Senate Independence

Senator Alan Peter Cayetano urged the public to defend the Constitution and Senate independence, saying accountability efforts and the Blue Ribbon investigation should continue without political interference.

(0:00:03) Allow me to address the issues para hindi po tayo malito, especially po na napaka-importanting araw ang bukas sapagkat maririnig na natin ang katotohanan sa Blue Ribbon Committee. So let’s start with a biblical principle. Kung anong itatanim natin, yan ang ating aanihin.

(0:00:27) Mula sa ating pagka musmos, elementary pa lang, tinuturo sa atin yan. Kung anong ating itatanim, yan ating aanihin. Alala ko pa yung commercial noong 70s. Yung basurang tinapon mo, babalik din sa’yo. So yung commercial na yun, may nagtatapon nang nagtatapon ng basura, bumaha. Pumasok ulit sa bahay nila yung basura, kasama yung baha.

(0:00:53) So ang flood control scam ay hindi nangyari by itself. Hindi ito nangyari na aksidente lang. It was a combination of greed, opportunity, minds who put their minds together and said, kayang gawin ‘to. We will not be able to stop corruption in our country until we know the truth, we know how to stop a problem and we know how to reform. 

(0:01:24) Repentance is part of that. Maniniwala ho ba kayo na ang mastermind ng pinakamalaking corruption scam sa buong history ng Pilipinas ay panay-oposisyon ang gumawa. Napakagaling naman po pag members ng oposisyon ang gumawa under the nose of an administration na samantalang mahigit dalawang taon na na nangyayari. 

(0:01:50) So, we started, the majority and as Senate President, we started diplomacy po talaga. Wanted to work together, number one priority is the economy. Number two po, yung pong impeachment dahil accountability. Pero kasama po yung ating priority, mga flood control issues at iba pang mga scams na bigyan ng tugon. Nabigyan na ng tsansa ang grupo ni Senator Lacson at Senator Sotto. Kasama diyan sila, Senator Win.

(0:02:21) Alam naman natin lahat na kailangan ay 13. So let me state this. Malacanang backing the move of the senators today and the other groups backing them, they will say anything and do anything to bend the law properly.

(0:02:41) And basically, susunugin na yung ating Constitution. So when I said a while ago that I am still the Senate President, the legitimate, the legal, moral Senate President, it’s not about me, it’s not about the position. Anytime po, pwede po ako mag-resign, pwede kong ibigay ito sa iba kung may trese. This is about democracy. This is about an independent Senate. This is about fighting corruption. 

(0:03:09) You cannot say you love democracy but walang checks and balance. Hindi pwedeng sabihin you love democracy, pero pag mali yung numero, imbento na lang po tayo. I don’t know how much time I have.

(0:03:23) There’s so much I want to tell the Filipino people. Some of it you might think is very productive. Some of it you will think it’s my thoughts. But let me tell you this from the bottom of my heart. God loves the Philippines. Ulitin ko po. God loves the Philippines. So we have to take a step of faith. Sabi sa book of James, Faith without action is dead.

(0:03:48) Patay po ba ang ating paniniwala at pananampalataya? Kung mahal natin ang Pilipinas, we have to do something about it. Why do I say this? Well, first the Senate. 12, may quorum? Samantalang malinaw sa Constitution, 13. Yung case na sinasabi nila, iba, continuing po yun. Nag-umpisa silang may quorum, umalis yung iba. Ito po, kahit saan niyo pong tignan, sa Constitution, mali. Sa rules po ng Senate, kailangan yung presiding officer, yung Senate President, kung hindi, yung Senate President Pro Temp.

(0:04:23) Kung hindi, yung majority leader or yung assistant majority leader. Wala po doon na nagsasabi kahit Win ang pangalan mo, hindi po win yun. Wala po sa rules yun. Wala po yung dose. Alam po nung lahat yun. Pero ipalagay na po natin yan ang theory nila at pagpipilitan nila. Siguro po kung senado lang ang problema, then tuloy ang buhay natin. You know, life is so complicated.

(0:04:53) Existence in the Philippines is so hard that itong politika para sa politiko lang. But what happens to the impeachment? So sa impeachment ho ba ngayon, mag-aaresto ng dalawa, apat pa. Para pag sinabi nilang 22, pwede ng 12. So pag 20 na lang o 18, pag 18 natira, 12 na lang pwede mag-convict.

(0:05:18) At pagkatapos, paano pagka-constitutional change na ang gagawin at ayaw rin pumayag ng ibang senador? Ikukulong na rin po ba?

(0:05:27) Malinaw na malinaw po ang konstitusyon at rules po ng Senado. You cannot declare all positions vacant with a number of 12. You cannot even hold a session because walang quorum. Assuming may quorum, you need 12 to remove a Senate President and then you need 13 to remove a Senate President. Lininawin ko po ha. 

(0:05:49) You need 12 for any position below the Senate President Pro Temp. So, kahit anong chairmanship, majority actually pwede na. Kaya kahit 11 all, pag nawala yung isa, 10-11, masusunod na yung 11. But for Senate President, for quorum, and for Senate President Pro Temp, you need 13. So, ilalaban po natin ito.

(0:06:15) Hindi dahil nilalaban niyo ang Senate Presidency ni Alan Cayetano. Hindi. Kung hindi dahil po mahalaga sa atin ang 1987 Constitution. Dahil po hindi ito isang pirasong papel lang. I’m issuing a memo to the Secretariat and to the Office of the Sergeant-of-Arms to keep the Senate open tomorrow.

(0:06:37) We will have the Blue Ribbon Committee. As Senate President, nasa authority ko po ang premises ng Senado. Do not padlock the Senate. Do not have an excuse na may rally. Parati naman may rally sa Senate. 

(0:06:55) Do not tempt the Filipino people to come out in thousands, hundred thousands, and millions. We are not provoking a political crisis here. You are provoking a crisis. Sabi nila, trabaho yung issue. Oh, eh, pinalitan lang nila yung mga chairman tapos in-adjourn din. Hindi rin naman pinatawag yung CA para sa mga heneral. Hindi rin naman tinuloy yung bill sa sabi lang hospital at saka yung sa mga estudyante, hindi ba?

(0:07:25) So kitang kita po kung ano ang kanilang intensyon. Sabi po nila, I’ll address myself, to pasensya na po kayo, the Pink and Dilaw Group. Di ba sabi nyo, paano naman yan si Senator Marcoleta at si Senator Jinggoy? Bakit sila ang mga Vice-Chairman?

(0:07:45) Eh, lahat ng issue nandun sa nilagay niyong chairman ngayon, di ba? Issue sa campaign donations, campaign donations, nandun po yung issue ng male-maleta, issue sa flood control, and then ipo-postpone yung hearing bukas. Even when chairman’s were changed before, you don’t need to postpone the hearings. So, ako lalong naintriga, ano bang pwedeng sabihin nung mga marines? Ano bang pwedeng sabihin ng Ombudsman, DOJ, at saka DPWH na pati Constitution natin ibabasura para lang dito.

(0:08:20) So, yes, I’m appealing for calm. I’m appealing for prayers. But I’m also appealing that we put action to our faith.

(0:08:30) I will do what I can. I will go to the Senate before 10 o’clock. I will do what I can para buksan yung session hall at nandun po ang hearing natin. My authority now comes from the Constitution but my strength will come from your prayers and will come from the fact na ang ating bansa ay dapat ipaglaban.

(0:08:54) I still remember the day that my dad called us together at lumuluha siya at sinabi niyang mag-abroad na kayo because magkakagulo and we don’t know what will happen. We may be arrested, we may be killed. That was either February 21 or February 22. I think it was 21 before that day. And we all hugged him and sabi namin, if you love your country, hindi ka namin iiwanan.

(0:09:19) So malayo tayo sa crisis mga kababayan, Malacanang. Malayo tayo sa crisis. Why are we bringing it to a point of a political crisis na mahirap i-atras? The hearing is confined. So, yes, the notice of cancellation from the illegitimate…

(0:09:42) The illegitimate is not the committee. Hindi ko ginagaya si Senator Erwin na ginagamit yung word na bastard. Kasi ngayon, whether or not you’re a single parent, whether or not you’re legitimate, tao ka pa rin. I’m talking illegitimate meaning hindi siya legal.

(0:10:04) Senator Erwin is not the legal chairperson of the Blue Ribbon Committee. Senator Pia Cayetano is the chairperson because there was no quorum, there was no session under the law that took place. Daming issues sa Supreme Court, yung unprogrammed funds, yung legality ng 2025 budget. Ang dami pong issues sa Supreme Court. Again, ulitin ko po.

(0:10:28) Ang pinakamalaking problema ng ating kababayan ngayon ay presyo. Presyo, trabaho at kita. Dadagdagan pa ba natin? You have manufactured a crisis since May 11 by saying magulo kami. Then you come up with this solution one day today?

(0:10:49) Papunta sa SONA? when we were going to produce our economic plan, our plan against corruption, the hearings, and then the impeachment. So, I will rest my case there. As I told you, there’s a lot of things I want to say, but if we love our country, pray for our country. If we love the Senate, I’m addressing myself sa mga empleyado ng Senate, I don’t care yung mga binubulong sa akin dyan na…

(0:11:15) Over the years, ito mga appointee ni Senator Drilon, ito mga appointee ni Senator Sotto, etc. I believe that all of you love the Senate. So it’s time to speak up, to tell your bosses, whether sila yung nasa majority or minority, we won’t stand for this. Because there’s no difference of padlocking the Senate during martial law.

(0:11:38) Sa ginagawa ngayon na pinupunit, binubura, binabasura, sinusunog ang ating Philippine Constitution. Again po ha, Alan Cayetano is not the issue here, my Senate presidency is not an issue there. I told you from the start, I’m the walking dead. Walking dead as Senate President. Ano ibig sabihin? Anytime. Anytime yung hatol na tanggalin sa akin. But ang problema po, ine-escalate nila.

(0:12:04) So, I really hope po that this is not about impeachment, this is not about changing the Constitution. Nakakapagtaka po, yung pagka-execute, biglang sasabihin na ng House of Representatives na kinikilala si Senator Win, sinasabi na ng Malacanang. Di ba? I mean, guys, res ipsa loquitur.

(0:12:24) I won’t elaborate. I won’t use the words to describe what’s coming now. Why? Because you are as intelligent as I am. You are as patriotic as I am. The question lang is, what are we going to do about it? Pray for us. Pray for Senator Marcoleta. Pray dun sa natira sa majority because ipaglalaban natin ang ating bansa. God bless you all.
