(0:00:10) My thoughts are not your thoughts. My ways are not your ways. That is, to me, part of the many, many, many mysteries in the Bible. Di ba parang how do you have three gods in one? So many, many things that we have to think about sa Bible.
(0:00:38) And there are biblical principles that are very, very clear. For example, what’s right and wrong. Thou shall not steal. So there’s no gray area there. Having said that, in our daily lives, we keep trying to interpret what’s happening, what’s our job, what do we do, et cetera. And I want to talk about that today.
(0:01:06) First, how do we interpret what is God’s will? Second, we’d like to talk about revival, not revolution. And third, the difference between strategy and tactics, okay? So having said that, I’d like to thank every single one of you who is here today. I’d like to thank Pastor Gilbert. I’d like to thank Brother Jeremiah, Sister Chona.
(0:01:34) Napaka-importante that we understand God’s will, not only for ourselves, for our community, for the nation. And understanding his will entails understanding his way and his thoughts, which is really, really difficult to understand. And then also, yung identity, di ba? Who we are.
(0:02:01) The best example I’ve heard so far, di ba, is yung papasok ng building, tapos ayaw papasukin kasi naka tsinelas, mukhang let’s say mukhang mekaniko, so let’s say galing sa garahe [at] marami pang grasa-grasa so paglapit ng security guard na ang tanong kaagad [ay] kung saan ka pupunta at sino ka, di ba? And when he himself saw that everyone was in a barong and in a suit, ayaw siyang papasukin sa loob at siya mismo parang nahiya. But then when someone whispered to him, boss, building ng tatay mo to ha. Siya mismo, umiba. Diba? Biglang, anong pakialam mo ngayon na may grasa pa ako dito at nakasando lang ako at naka-tsinelas. Alam mo ba kaninong building to? Di ba? So that’s a simple thing about identity. Many people think we’re powerless. Yet they believe that we’re children of the living God.
(0:03:04) So I will go back and forth addressing myself to Christians who believe in the Christian faith and to all of us who are God-fearing, God-believing, regardless kung ano ang ating religion. So regardless kung ano ang ating religion, when we believe that we are made in his nature and in his image, when we believe that we are his ambassadors, when we believe that we are his children, even servant. You can ask anyone na naging executive assistant ko. Parating isang part of the first lesson yun na sinasabi ko sa kanila…
(0:03:46) And usually kasi yung nagiging executive assistant are the younger ones. I’m not talking about the senior ones or yung head executive assistant. Yung mga nag-uumpisa, di ba? Kumbaga sa shooting natin, mga production assistant, di ba? Na kasama mo parati. Parati kung nililiwanag sa kanila, Uy, meron tayong deputy chief of staff. Uy, meron tayong head ng legal. May head tayo ng legis.
(0:04:14) Meron tayong Chief of Staff. So sa hierarchy, may chain of command tayo, susunod ka sa kanila. Pero kapag ako nag utos sayo, you are fulfilling that duty based on my authority. So for example, sa mundong ito, may mga bilyonaryo, may mga senador, may mga cabinet secretaries, sa religious world may mga bishop, may mga archbishop, may mga cardinals. Pero pagka sinabi ni Alan doon sa kaniyang pinaka junior na E.A., ako nagsabi nito ah, oh sabihin niyo ah hindi 9 o’clock ang meeting natin today, 8 o’clock. Eh sinabi ng Chief of Staff, 9 o’clock, sinabi ng Chief ng Legis, 9:30, sinabi ng Chief ng Legal, 10 o’clock, sino masusunod?
(0:05:13) In the normal chain of command, ang masusunod, yung pinakamataas na nagsabi. E pinakamababa siya sa mga binanggit ko. Pero, tinatawid niya lang eh yung utos ko. So, ganun din po sa ating paniniwala na ang Diyos ay ang Hari at ang Panginoon. He is King, He is Lord, He is God. So, when He sends out a servant and we are that servant, it’s not about titles.
(0:05:43) It’s about sinusunod mo ba yung kanyang kalooban. So why did I talk and start talking about his ways and his thoughts? Okay, because many are thinking now, gumulo ba bigla ang Pilipinas? So yes, they look at the Senate and they say, magulo ba, Senate? But remember, dun sa nagsasabing magulo ang Senado at magulo ba ang Pilipinas, ito po yung mga naka-amerikana at mga naka-barong at nasa loob ng mga air-conditioned na kwarto na apat-limang beses kumakain sa isang araw na namamahalan man sa gasolina ay kayang mag-eroplano, kayang, hindi naman yate, but they have cars, they have backup, they have security, etc.
(0:06:35) Sa ordinaryong Pilipino, hindi ba gulo yung hindi ka makakain ng tatlong beses sa isang araw? Hindi ba gulo yung padadala mo sa ospital at wala kang pambayad, papauwiin ka? Or worse, sa takot mo sa gastos, ni hindi mo sasabihin sa magulang mo, sa asawa mo, o sa anak mo na may sakit ka. Kasi alam mo na kahit middle class ka, you are one hospitalization away from poverty.
(0:07:08) So rather than telling yung mga kamag-anak mo na baka may cancer ako, hindi mo na lang sasabihin bakit. Kasi mas gusto mo pang maayos buhay nila at makakain sila, walang tumigil sa pag-aaral, kaysa sa alagaan ka. This happens again and again. Whether you talk about farmers who cannot eat, what an irony di ba? Sila ang farmers pero hindi sila makakain ng tatlong beses sa isang araw.
(0:07:31) We produce a lot of things in the Philippines, but we export them. We cannot enjoy it here. They have to export it back to us and malaki ang tubo doon. Then you look at the stock market, you look at, ako, I’m happy that all of these big companies have billions in profit. But when you look, for example, at your Meralco bill now, and you tell yourself, paano nangyari to? Mas mataas pa to tumalon, kaso dun sa mga NBA stars sa final. And then you read, the record breaking of Meralco last year, or next year, mababasa mo for this year. Again, it’s good for a company to be profitable, di ba? But there are questions. What are the congressmen doing? What are the senators doing? What are the cabinet secretaries doing? The same thing, di ba?
Sabi ng isang businessman, huwag kayong mag alala, hindi kami magsasamantala doon sa pagtaas ng presyo ng gasolina.
(0:08:48) But by the time he said that, the oil companies already made, what was the figure? 50 billion pesos in less than a month. So maraming dahilan. So what’s my point? My point is that at the very least, we all agree that magulo ang Pilipinas kailangan ayusin. The question is, how do we approach.
(0:09:13) So for maybe three years, we’ve taken the corporate style. Very gentleman, very ladylike, discussion, LEDAC, debate, etc. But, siguro somewhere in 2025, impeachment kay Vice President Sara Duterte, yung pag-export sa ating dating Pangulo, and then yung revelation ng flood control, umiba. Umiba.
(0:09:40) And everyone keeps saying na hindi, balik na natin sa dati kasi nga before the pandemic, Duterte time, okay naman tayo. Pag-alis naman ni Duterte, okay naman tayo. Nung nag-election, okay naman tayo.
(0:10:00) But, biggest question muna. Do we want to cover up? Do we want to uncover? Okay? So, let me go to the topic I told you, but I just wanted to give you the context. How do we know when it’s God’s will? So, my initial answer is so simple. Di ba? First of all, you go to His Word. Di ba? So, kung Muslim ka, tignan mo yung Quran. Christian ka, tignan mo yung Bible. Bakit? Hindi mo pwedeng sabihin God’s will, tapos pag binasa mo yung libro, baliktad. Di ba? So, kung sasabihin kong, wala akong magagawa, ang ganda-ganda niya eh. Talagang we were meant to be. Oh, ba’t kayo hindi magsama? Eh kasi may asawa na ako, may asawa na siya. Paano kayo naging meant to be? Tapos binasa mo yung Bible, do not covet another person’s wife. Do not commit adultery.
(0:10:55) So can I tell you anything that will justify that action? Can I tell you, pinag-pray ko sampung beses. Nag-fasting of 40 days. Sabi ko, Lord, kung sino magdadala sa akin ng pagkain after 40 days, siya ang meant to be. Eh, hindi asawa ko nagdala. Siya nagdala ng pagkain. So, can that justify? It’s against the Word of God. So sa akin, simple lang. Ang issue natin ngayon, Thou shall not steal.
(0:11:24) Di ba? Thou shall not have other gods before me. Money is a god. Power is a god. So, thou shall not bear false witnesses. Di ba? So, kung sino talaga ang guilty sa flood control, dapat siya. So, but I was talking nga to Sister Irene at sabi niya, Alan, you have to also remember what God wants to do at a specific time. Di ba? Sabi din sa Bible, there’s a season for everything. There’s a time and season, a time for birth, time for death, time for giving, a time for receiving. So tama nga naman, di ba? So for example, if this was a meeting now of the Israelites during the time of the Pharaoh, and we’re thinking of escaping, does God want slavery? Hindi.
(0:12:16) Does God want the Israeli people to suffer? Hindi. But it was time of punishment. It was time of judgment. So whoever left, they would have been killed by the Egyptians. O baligtarin mo naman. Pagdating ni Moses, it was time of liberation. It was times of miracle. It was time of forgiveness. God, their God, was showing daw, nandito ako, buhay ako, wala kayong power, wala kayong sandata, pero yung staff lang na hawak ni Moses at yung kapatid niya, tagasalita niya. What if baliktad? What if sabihin na, hindi, hindi, gusto ni Lord, safe tayo. Dito na lang muna tayo sa Egypt. Eh kayo na lang natirang slave. Di ba? So, as a nation, as a community tayo, as individuals, family natin, we have to discern and ask God, Lord, anong season ba ngayon?
(0:13:13) Lord, ano bang gusto mong gawin? And two years ago, the last two years, several churches talked about revival. Revival. Sabi niya, there’s a revival coming to our nation. What’s a revival? Revive means, di ba, vivo, vive, di ba, vivar, patay, bubuhayin mo ulit, you will revive.
(0:13:41) So a revival is a sweeping throughout the nation that gives back life when there was no life. But what is a clear element of revival? A clear element of revival is repentance. Wala pong revival pag walang repentance. Patay ang puso eh. Puso ng bansa, puso ng community, puso ng church, puso ng tao. It has to be revived.
(0:14:10) And the requisite to revival, ang nakalagay ba, again, I’ll address myself to Christians, ang nakalagay ba sa Bible, just believe in the Lord Jesus Christ and you shall have eternal life. Sabi, acknowledge that you’re a sinner, repent, then believe. Kasi you don’t really believe in Jesus Christ if you don’t think you’re a sinner. So there’s not going to be a revival in the Philippines if we think walang masamang nangyayari.
(0:14:39) So if we say ganun ang kultura natin, di naman talaga pwedeng gumalaw yung papel pagka walang konting lagay. Ganun talaga tayo. Whether franchise yan, whether business permit yan, building permit, kailangan may pampadulas. Ang kotse hindi gumagalaw pag walang gasolina. Squeaky wheels need some oil. Lalangisan natin yan.
(0:15:03) So kung ganun ang paniniwala natin, why will we expect a revival? A revolution naman on another hand, I’m talking about a political revolution, is hindi mo na kaya, either yung leader o sistema, palitan na natin yan. So when industrialization happened, and then yung mga landlord, etc., yung sa key industries, sa Europe, hindi na nila kinaya, yung iba may revolution na communist revolution. Nung hindi kinaya ng French, yung abuses ng monarchy, nagkaroon ng revolution from a monarchy to a democracy. Iba nangyari sa England or sa United Kingdom. Evolution, hindi revolution. But those were all talking about politics, government. It was not talking about also the hearts and minds.
(0:15:55) So the EDSA revolution was pardon my percentage, but probably was an 80% a political revolution. Get out the dictator, put in new, out yung dictatorship, in yung democracy, renewal, etc. 20% it was about values. But, because it was only 20% about values, sabi ng mga ibang ngayon na, well, that is, concentrated yung corruption sa Malacanang. Nung nag EDSA revolution, kumalat na. Meron na kay kapitan, meron kay mayor, kay governor, etc. It’s not one person’s fault. It was because we did not have a spiritual revolution or a revival then. So that’s why nga, going back to Egypt…
(0:16:48) That’s why sabi, I always thought that it was the disobedience of the Israelites. Kaya hindi sila nakapasok agad ng promised land. But the way one preacher or pastor, actually a couple of them describe it, is that the Israelites were out of Egypt, pero Egypt was still on their mind. So ang ibig na sabihin, umalis na sila, they were free, physically, but in their mind, they were still slaves. That’s why nga…
(0:17:16) One time, nung wala silang makain, nagnangaw-ngaw sila sa Bisaya, nagyayaw-yaw. And then, sabi, mabuti pa sa Egypt, may nakakain tayo doon. So, can you imagine if you were all my slaves? Pinanganak kayong slaves. Parents nyo slaves, ako slaves. Kung ano sabihin ko sa inyo, sunod lang, slaves kayong lahat. Suddenly, si Sara dumating, nakalaya kayong lahat, but medyo gutom.
(0:17:46) Balik na lang tayo kay Alan. So that was the mentality. So 40 years ago in 1986, we shocked the world with a peaceful revolution. Kasi that was the time of communist revolution, socialist revolution, coup d’etat, fascist revolution sa Latin America. All kinds of revolution. Revolution of the workers, revolution ng young people. Maraming revolution. Some worked, some hindi. Some had historic roots, some were new. Pero hindi nila nakakita ng mga nagdadasal na kaharap ay tangke. Di ba?
(0:18:24) Madre, tangke ang kaharap. Baril ang katapat, bulaklak. Hindi sila nakakita ng ganon. The problem was, when we removed the people, did we remove the spirits of corruption? The spirit of idolatry? The spirit of immorality? Did we remove the lust for flesh, the lust for… I remember kami ng ibang mga congressman na kasama ko doon, nagra-rally pa kami against pornography. Then nung nagka-internet, everyone can get it na. We were fighting PAGCOR about putting casinos anywhere. At I had the privilege of putting there in the law na kailangan ng city um-oo. Kaya dito sa Taguig, wala. Okay.
(0:19:15) Tapos nagka-internet naman na gaming. Una, e-sabong. Ngayon yung online gaming. That’s one reason maingay yung mga katunggali natin. Nabitin yung batas na yun. Malaking pera din yun. Daan billion yun. So do you think ang pinag-uusapan dito, Malacanang, impeachment, maleta, flood control? Hindi. Whether you’re talking about vape, whether you’re talking about online gaming, there are many, many moneyed bills and resolutions and policies that are at stake here. So hindi ito parang exposed na yung flood control, bago na yung Pilipinas. Palitan natin, may bago ng leader, tapos na. That’s why we have to be very prudent and Lord, ano bang gusto mong gawin?
(0:20:05) Kasi kung tayo lang, kung ako lang. Gusto ko sana tapos na ito eh. Lord ano ba talaga? Pero siya ang creator eh. Siya ang may plano. So let me tell you the story that I learned in younger years, and it’s really true. Sabi meron pong pabor na paloob I mean bangka na palubog, so, nag-pray na yung lahat ng nasa loob ng banka. Lord, Lord, please save us. May dumaan na bapor, nakita sila, nagbaba ng lifeboat. So, kalahati sila sumakay na sa lifeboat. Sabi nung pinaka-leader, hindi hindi, nagpray tayo, ise-save tayo ni Lord.
(0:20:46) Okay. So, tumawag sa Coast Guard yung bapor na labingdalawa sila, yung anim sumakay na, may anim pa rin doon. So, pagtawag ng coast guard, dumating na rin yung helicopter, naispottan sila, nagbaba ng linya, yung dalawa umakyat, natira yung apat. Sabi nung leader, ililigtas tayo ni Lord. So dahil ganun, medyo malayo gasolina ng chopper, bumalik na. Nagpadala ang Coast Guard ng isa pang fast na ship. Sumakay yung tatlo, naiwan nalang yung dalawa. So natira nalang yung leader. Sabi niya I’m glad you’re all okay, but ako, I have faith.
(0:21:28) I will wait here. He drowned, he died. Pagdating niya sa heaven, sabi niya, Lord, I had faith, bakit hindi mo ako sinave? Sabi sa kaniya ni Lord, pinadalhan kita ng bapor, hindi ka sumakay. Pinadalhan kita ng helicopter, hindi ka sumakay. Pinadalhan kita ng Coast Guard na ship, hindi ka sumakay. Tapos ako ang sisisihin mo?
(0:21:57) So when we pray for something, we have to also ask God. God, ano ways mo, ano thoughts mo? So I have no doubt that even before the Commonwealth, Filipinos have been praying today, birthday ni Gat Dr. Jose Rizal our national hero. And again, just talking about judging people and yung sarili nating mga bias. Alam niyo namang mag group kaming sa senado and this was a discussion, so spontaneous ito. Hindi ito parang pinag isipan. Nagke-kwentuhan lang tapos sabi ng isang senador, that’s one battle, let him live, but there’s a war, and we will win the war etc. kasi truth ganyan. So two minutes later, doon sa battle, sumagot si Sen. Robin Padilla and ito sabi niya when Rizal explored the idea that a chaotic revolution of the oppressed nearly turns them into the next oppressor…
(0:23:03) He was warning that changing the masters of a country does not change the system of tyranny. If a people are granted freedom before they are morally free, and intellectually ready to handle it, they will simply recreate the same corrupt abusive cycles they overthrew. Okay? So, unless expert si Robin sa AI, but even then, kasi it was like 2-3 minutes sumagot siya.
(0:23:31) So, you know, two lessons sa akin doon. One is the content itself that we have to be ready. So kung ang trabaho natin ngayon is to ready people, then so be it, let’s embrace kung ano ang trabaho natin kay Lord sa panahon ngayon. You think I didn’t want a different kind of leadership as Senate President.
(0:23:57) When I first became a congressman, nangyari yung issue kay President Erap, then Hello Garci, etc. You think I didn’t want a more normal, I wanted to be a builder rather than a disruptor. I wanted just like in Taguig, na nakita nyo na 20 years ago, Taguig saan yun? 20-30 years, then suddenly ganito, that’s what I enjoy.
(0:24:20) Right after this, meron meeting sila Lani on urban farms. I want to join that. Kasi I know there’s going to be a problem sa food and prices of food. And I think we can do something. Doon ako nage-enjoy sa ganun, pero his ways is different, his thoughts is different. Pero sasabihin sir, hindi, dapat nagle-lead ka. Hindi natin call yun. Call ng Panginoon kung saan tayo ilalagay at ano ang kailangan nating gawin. At hindi natin call kung helicopter bapor ang ipadala saatin.
(0:24:52) Diba kaya nga nung isipin nyo po ha, when everyone was rejoicing, after May 11th nung nangyari tayo, everyone na kakampi of course saying, Senate President ka na, making plans. Yung isang bishop, si bishop Oriel simple yung sinabi sa akin, “Alan two things, ha. Number one, kahit mag isa ka nalang natira, sabi ko hindi Bishop, hindi ako nag iisa, hindi sinasabi ko lang sayo kahit mag isa ka lang, tuloy mo ang laban. Kasi kapag inappoint ka ni Lord lumaban, huwag mo isipin kung sino mga kasama mo’t hindi, basta’t lumaban ka. Pangalawa, hindi mo kailangan ng maraming ano ah, kumbaga sa gera…
(0:25:30) What he meant is that kumbaga sa gera, you don’t need atomic bomb, you don’t need tanke. Sabi niya the way the Lord works is kung ano lang meron ka, yun lang ang hawak mo. What do you mean? So sabi niya Oh, di ba si Moses? Sabi niya I’m not worthy. Hindi ako makapagsalita ng mabuti kasi 40 years kambing at saka tupa ang kausap niya, di ba? Moses is well-educated, for his first 40 years of his life, doon siya sa mga eskwelahan ng Pharaoh, ng royalty, and pinaka-modern na civilization ang Egypt noon.
(0:26:04) So, he was very, very well-educated, he could debate, kaya nagseselos na sa kaniya yung half brother niya ba yun or step brother di ba, na magiging Pharaoh. But, nung umalis siya sa Egypt, 40 years, halos wala siyang kausap kung hindi, tupa at saka kambing. So, nung tinawag siya ng Panginoon, so sabi niya, don’t worry, kung hindi ka magsalita, kapatid mo si Aaron magsasalita para sa’yo.
(0:26:33) Kasi, but Lord, di ba, they have armies, et cetera, anong binigay sa kanya? Anong hawak mo? Anong hawak? Staff. Itawag mo. So, ako, nung kausap ko siya, I have my Bible. O ngayon, sinong ka-meeting ko ngayon? Ano ko kayo? Pamilya ko kayo, pero staff. So, si Moses binigyan ng staff, ako binigyan ng magaling na staff. O, di ba? Pero, unless, if the staff na hawak ni Moses did not understand Moses, what would have the staff? Kung living thing yung staff. Di ba? That’s why tayo nagmi-meeting today.
(0:27:15) Kasi nag-phase 2 yung laban natin. Kumbaga sa libro, 1st chapter, May 11, hanggang dun sa special session. Ngayon, chapter 2. Di ba? So, huwag niyong tingnan yung tinitignan ng mundo. So, yung iba, ay, nung si Alan, Senate President, kaya natin lumaban. Hindi po, ngayon, mas maipapakita ng Panginoon ang laban sapagkat tinatanggal na saatin pati kapangyarihan. Actually, kahit naman na nandun tayo, nasa kanilang lahat ng kapangyarihan, lahat ng pera, di ba? Lahat ng bag, lahat ng maleta, lahat ng bag, pati libag, nasa kanila na.
(0:27:50) O, di ba? Hindi, libag means dumi. Anong hawak lang natin nun? Ang hawak lang natin nun ay katotohanan. Di ba? Okay. So, let me jump. So, two things. Number one, we cannot do anything that is unbiblical. So, ganun din, let’s not do anything that is unconstitutional. Let’s not be tempted that because they violated the rules, we violate the rules. Di ba? So, meron rules na, anyway, I won’t go there, but you know what I’m saying.
(0:28:25) Just because sila ginawa nila yun. So, I was telling kanina sila. Anong dehado-yamado ng Christian sa politika? In a sense dehado tayo. Kasi bakit? So, all throughout my political life, for example, may nililigaw na leader, yung hindi Christian, reregaluhan ng lalaki o ng babae, depende sa preference niya, yung kabila para ligawan. Susuhulan. Pagka nagdebate, kahit kasinungalingan gagamitin. Ang Christian leader hindi pwedeng magregalo ng tao.
(0:28:59) Ang Christian leader hindi dapat manuhol. Ang Christian leader hindi dapat magsabi ng hindi totoo. So sabi ng… paano kayo mananalo? Because your strength is also your, your weakness is your strength. Because truth is your strength. And if you look in terms of battles, natatalo kayo minsan. But if you think in terms of wars, di ba, you win the war because truth eventually wins out.
(0:29:28) But syempre, humanly, ayaw mong tumagal. Sino ba naman may gusto? Na gera nang gera, laban nang laban. That’s why yung iba nating kasama sa Senado ay dati nating mga allies for the truth. Pero napagod nung tumanda na. Di ba? So nung tuta pa lang sila, gusto nila katotohanan. Nung naging aso na, napagod na eh. Di ba? Okay. So babalikan ko yun mamaya. So for me, I’ll just leave that with you today. One, you have to have a foundation. Kailangan may babalikan ka. So pag sinabi kong, ito gagawin ko Senado, ano ba sabi ng rules sa Senado? Ano ba sabi ng Constitution? So ito ang gagawin natin sa Pilipinas. Ano bang sabi ng Bible? Di ba? Okay.
(0:30:13) Pangalawa, nasaan ba ang Panginoon? Ano bang gusto niyang gawin? Yun ang ating… At ako’y naniniwala, gusto niya ng revival. Gusto niya ng repentance. Labas lahat ng baho. Labas lahat ng problema. Ang addict ay hindi magagamot pag hindi niya inamin na addict siya. Addict yan sa sex, addict yan sa sugal, addict sa alcohol, addict sa drugs. Tignan niyo sa US, yung mga anonymous. Let’s say alcoholic anonymous. Ang umpisa mo, Hi, I am Pedro dela Cruz. I am Juan dela Cruz. I am Maria dela Cruz. And I am an addict.
(0:30:54) Why? Because pag hindi mo inamin, wala, di ba? So if we’re gonna sweep under the rug, ano po ang sabi ng bagong chairman ng Blue Ribbon Committee? Sabi niya, narinig na naman natin yung 18 Marines. Paano niyo narinig? Hindi naman nagkaroon ng hearing. Marami naman ibang iimbestigahan. Akala ko ba trillion peso march? Kasi nga ito yung trillion peso na corruption. Pero wag, wag, maghanda na lang tayo sa impeachment. Importante yung impeachment.
(0:31:27) Pero hindi pwedeng impeachment lang. Selective justice yan. So yun two things.
Di ba? We have to have a basis of what is truth. And secondly, we want to know where truth is going. Where it’s going. So ang sabi ko sa inyo, pangalawa, revival not revolution. What’s the difference nung totoo? Yung political revolution, palitan mo lang yan, okay na. Sana kung si ganito maging presidente natin.
(0:31:54) Kung si ganito maging speaker natin. Kung si ganito maging senate president. Kung si ganito lang maging mayor natin, babago. Don’t get me wrong, leadership matters. When the blind leads the blind, alam mo nang madadapa ka or mahuhulog ka sa bangin. Di ba? But having said that, it’s leadership is complicated in a human because nakikiramdam ka rin sa followers mo. Di ba? Kaya nga hirap yung mga reformers kasi to a certain degree, and this is a true story, kilala nyo to pero hindi ko na sasabihin sa inyo kung sino. Yung isang secretary na napakaselan ng hinahawakan niya dahil corruption nga, sabi ko sa kanya, yung pangalan niya.
(0:32:39) There are three kinds of people following you now. Last year to. Three kinds of people.
First, yung gusto ng totally pagbabago na sa departamento mo tunay na yung bidding, wala nang corruption. Di ba? Lahat nang gawin nung departamento mo, ayos na. The second one, ayaw na ng ghost pero baka naman pwede tayong bumalik sa 10-15%.

Yung tatlong na sa likod mo, pare-parehong pumapalakpak ngayon. So yung tatlong yan, nabobosesan mo, naririnig mo yung palakpak. Pero iba-iba gusto nun. Ang pinaka delikado doon, pero pinaka okay, yung una na gusto niya.
(0:33:27) Ito chance na natin. Nasa kalye yung mga tao, lahat ng media kakampi ka, lahat ng korte kakampi ka, ombudsman at DOJ kakampi ka, baguhin mo na lahat. Yun ang pinakamaganda. Pero sila ang pinakakonti. Di ba? Ang medyo mas marami, yung konting corruption, okay naman. Kaya lang nga, ang problema sa Pilipino, yung konting corruption, season lang yan. Lalaki din ulit yan. Tinrim mo lang eh, hindi mo hinugot eh.
(0:34:04) Anong mangyayari sa isang puno, sa isang halaman pagtinrim mo? Lalong lalago, di ba? So kung alam mong fruit bearing yun, iprun mo. Pero kung alam mong weed yun, hilahin muna. Kasi kung hindi, lalong lalaki yun. Di ba? So yung revival starts with the repentance. Ilabas natin lahat. That’s why no one could believe that nung nalabanan yung apartheid, ang ginawa ni Nelson Mandela is sandali, wag natin ikulong lahat. Mag-truth commission tayo, labas natin lahat, mag-sorry tayo sa… So I’m not proposing that now. Baka naman ma-misinterpret.
Ang point ko lang, you have to start with truth. You have to start with repentance. Then the reforms, the revival will come in.
(0:34:51) We have to deal with our political realities and political system. So like ako, di ba? I mean, kayo ang staff ko. So alam nyo, I haven’t coordinated with both Malacanang and with the VP, with opposition administration. I can talk anytime. I have had meetings, not with the VP, with the executive side to try to bridge everything. Pero meron mga no-compromise which is our integrity.
(0:35:20) So which goes to the third part which is strategy versus tactics. So, the bigger picture is strategy. So for example, let me just talk about two things sa strategies because I really have to talk about identity, where God is leading us, how do we refuel ourselves pag tingin natin pagod na tayo, di ba? So for example, ang strategy natin from the start simple lang.
(0:35:48) Kunin ang majority, kunin ang senate presidency, gawin yung tama. Gano’n lang simple, gawin yung tama. Ano yung tatlong tama? Una, anong truth na naitatago? Paano natin ilalabas in a sistematic… At the time, corporate way, na hindi naman mayayanig ang Pilipinas, pero mayayanig ang mga corrupt.
(0:36:09) Two, how do we solve problems in education, in health, na totoo? Kasi like sa education, magaganda lahat ng bills na yan. Pero mark my word, until we deal with K-12, ang mga bata, half day lang ngayon. Di ba? So pag hindi mo binawasan ng 1 or 2 years or hindi mo pinondohan, there’s only two ways to solve Philippine education, buhusan mo ng pera para yung K-12 ay fully funded at bumalik sa 7 to 3 p.m. or 7 a.m. or 8 to 4, whole day ang bata na equipped lahat or bawasan mo muna ng two years habang inaayos mo.
(0:36:50) Lahat nung iba don are in between window dressing and building new rooms. Meaning building new rooms, magagandang programa. Ang problema, hindi mo inayos yung pundasyon. Di ba? Ganon din po sa health natin. If you look at the amount of money out of expense sa gamot, if you look at the approval systems, if you look at field health, etc., kawawa talaga mahirap sa ating bansa. Kawawa talaga. Di ba? So, strategy. So ano strategy nung kabila? Palabasin na mang gulo. Sila nagpapasok sa NBI.
(0:3722) Sila nagsabi sa NBI, full battle gear kayo don. Sila yung naglagay ng miyembro. Sila ang hindi nagpausad sa bills natin. Authorized naman sila na mag BICAM, etc. Di ba? Sila yung nananakot sa kapwa natin membro na lumipat kayo, kung hindi, makukulong kayo. Sila ang meeting nang meeting sa Malacanang pero pinapalabas nila, tayo unproductive, tayo magulo. Yun ang strategy nila.
(0:37:46) Ba’t tayo papasok sa strategy? In one sense, kailangan mo sagutin yung issue. So, like yesterday, pinaalala sa akin nung ating comms, stick to the issue tayo which is truth. Di ba? Na hindi tapos ang laban. Pero, ayoko rin naman isipin ng tao, winaldas ko P700M. Ni Sinko, may discretionary fund na pwedeng kunin ang Senate President.
(0:38:06) Maraming previous Senate Presidents, tens or hundreds of millions kinuha. Ni Sinko, hindi ako kumuha dun. Tapos sasabihin nila P700M ginastos ko. Tapos wala. Unang-una, magaling sa division si Sen Lacson for two reasons. Dinivide lang yung P700M by 28 days kasi P25M. Or multiply lang, P28M. Pero mahina talaga siya sa math. Bakit? Because 12 is not 13.
Pangalawa, akala ko ba, sabi niyo tanggal ako nung June 3. O ilang araw ang May 11 hanggang June 3? O, paano naging 28? So, makikita mo talaga, na mahuhuli sa bibig ang isda. Pero bakit nga nang gugulo nang magugulo si Sen Lacson? So on one hand, stick to the issue. On the other hand, there are some issues, tactical issues na kailangan mo sagutin kasi kung hindi, masisira ang main message mo.
(0:39:11) So kung ang main message natin is good governance, tapos akala ng tao may anomalya sa P700M, so sabi niya isipin mo, walang productivity. O bakit ngayon break? Everyday ngayon P25M. So kung ngayon sasabihin ko, ang grupo ni Lacson at ni Gatchalian, 25M today, walang nagawa. Tomorrow, 50M, walang nagawa. O sa Monday, kung limang araw na P125M, eh nakabreak tayo. Meron pre-trial.
(0:39:41) So huwag natin lokohin ang tao. But sometimes, it’s strategic na i-expose yung ginagawa nila. So nakikita ko to, kasi tandaan niyo, political science yung background ko, yung pinag-aralan ko. And uma-absent ako sa school, sumama lang sa tatay ko because I was really interested in politics. I’ve been a counselor since I was 21 years old. I’ve been in government.
So what’s my point? Nung nakita ko na dumami ang mga congressman na bumabanat sa VP noong 24-25, sabi nung iba, ang dami ng galit. Hindi, naging speaker ako eh. Magaling ang strategy ng speaker.
(0:40:21) Bakit? Alam kasi nila na sa Pilipinas, we have a two-party system. Diba? Sabi nung iba, multi-party. Hindi, two-party system tayo. Party on Friday, party on Saturday, election sa Monday, Tuesday, lahat kakampi na sa administration. May maiiwan lang na konting opposition. So in a sense, two-party. Administration, opposition. Medyo unique lang ngayon kasi yung mga pinklawan, dilawan, kumampi, Marcos na rin. Dahil ayaw kay VP Sara.
(0:40:57) So ang nangyayaring ngayon, they claim to be the opposition but the opposition oppose. They’re actually co-administering. Diba? So what’s my point there? Ang galing nang ginawa nila, kasi pag kayong congressman hindi nagsalita ng mabigat versus VP Sara, alam nilang pag palapit na or bumango, kakampi din nila o dalawa kakampi.
(0:41:21) So ang ginawa nila, binitawan, sinuportahan, ginalit, or whatever. I’m not saying hindi conviction ng iba sa quadcom, etc. ang point, it was a systematic attack. So that nga, so that point of no return na. Kung ikaw man si VP Sara, paano mo pang kakausapin yung mga yun? E inupakan ka na ng ganoon. Diba? So ganoon din ang ginawa nila ngayon sa Senado.
Pagupo ko, tumitingin din sila kasi katulad alam nyo naman si 14, si 14 ilang meetings nag-attend. Siya nagkwekwento, nagsama ng sitwasyon. Itong si Sen Lacson kung anong ginagawa.
(0:42:02) Tapos nung nagbilangan na, kumampi dun. Siya din eventually kumakausap sa ibang kasama na bumaliktad, si 14. So ang point ko, anong ginawa nila? Imbis na dumami tayo by them going to us, nung nagmeeting sila, take turns tayo lahat, umupak. Kaya alam ko sa grupo nila, ang pinaka matalino si Lito Lapid. Oo kasi si Lito, parang kasama nyo na ako, pero huwag nyo nang asahan umupak pa ako. Diba? I mean, si Lito is the most honest and practical.
We’re here together, this is politics. Pero huwag na tayong gumawa ng imbento tungkol sa kasama natin. Pero sila, nag-take turns sila.
(0:42:42) O Liberal, kayo naman. O Raffy Tulfo, ikaw naman. O ano? But makikita mo yung diperensya nila? Kasi, sabi nila, sabi ni Raffy Tulfo, hindi daw sila malacanang. In other words, hindi sila tuta. Okay. Ba’t dun mo makikita yung graduated experience? Bakit? Kasi si Senator Tito Sotto and Senator Raffy Tulfo, at least sila tuta ng malacanang.
(0:43:13) Pero si Erwin Tulfo, tuta lang ni Lacson. Hindi siya tuta ng malacanang. Di ba? Kasi nga may hawak sa kanya si Senator Lacson na alam sa kanya. Yung sinabi niya na may tatlong kumausap na huwag pumirma. Unang-una, yung dalawa kakampi na nila. Pangalawa, yung kakampi nilang isa, nagsabi kay… Nakwento din sa akin yun.
(0:43:38) Sinabi kay Erwin, Erwin, kami ang ginaganito ngayon. Ito ang hawak sa iyo. 1, 2, 3, 4, 5. Isang araw ikaw gaganoon. Kaya unang-una, hindi rin pumirma si Erwin. So yun ang mahirap sa Senado. 24 lang kami. Araw-araw kami nagkwekwentuhan. Minsan nagiinuman pa. Kaya kung magkwekwento kayo, ayusin yung kwento nyo kasi alam ko rin yung kwento. Di ba? Magkwekwento kayo, bitin pa. Yung totoo, Erwin Tulfo, isa-isahin natin hawak sa iyo. Gusto mo? Yung contractor na balik-balik sa office mo, yung contractor sa party… Marami pang iba.
(0:44:15) Di ba? Doon muna tayo. Marami pang iba. Di ba? Okay. So sabi nung iba, kung sasabihin mong tuta, ano si Senator Lacson, hindi na po tuta si Senator Lacson, aso na po siya. Matagal na po eh, matagal na eh. But ano ang ibig ko sabihin sa aso? Iba-iba kasing klase ng aso. Yung kayo po, pagka may utos sa inyo, kayo ay nag-aasikaso. Meaning you take care of it.
Meron din pong aso-kaso. Ano yung aso-kaso? Tatahol yung aso, kakasuhan. So kung makikita nyo po ha, makikita nyo, ang usual procedure, kaya may affidavit o wala, ang witness ite-test mo, huwag mong pababasahin ng affidavit.
(0:45:05) Kasi baka hindi siya gumawa ng affidavit. Si Senator Lacson, binaliktad niya. Di, basahin mo na lang yung affidavit. Ay hindi, sandali, payagan mo muna ang DOJ, kunin yung witness, gagawin yung affidavit. Pagbalik, basahin mo yung affidavit. Hindi po yun ang sistema.
Nasaan yung mga abogado na kahit kakampi niyo sa pinklawan, yung mga dean ng law school, nakita nyo rin yan eh. Noong time na yun, hindi pa panahon magsalita. Kasi akala natin, tama yung pupuntahan.
(0:45:33) Hindi. It’s selective justice, and some of it is not justice, yung iba doon imbento. That’s why naiintindihan ko yung sakit nung isa. Nasabi niya, inosente ako, ako pa kakasuhan, plunder pa. Di ba? So I won’t go there because I don’t want to talk about that now. And pasensya na po kayo, minsan pa kasi sa putikan yung away, so mapuputikan ka talaga, babato ka rin sa putik.
But that doesn’t mean as Christians, mag-i-imbento tayo, we will use money, we will use PR, we will use etc. Diba? So pasensya na po kayo kung minsan, kailangan pong sagutin. Tactical yun. But going back to the strategic.
(0:46:11) Ano ba ang ating trabaho ngayon? To reveal the truth. The truth about the problem in healthcare. How do people get their healthcare? Pero habang nire-reveal natin, may balik yan ha? So yesterday, in-inform tayo ng mga kaibigan natin sa DOH na tinanggal na daw tayo sa system, so hindi na daw tayo pwedeng mag-refer ng mga gagamutin sa iba’t ibang hospital.
That might be the price we have to pay. And we know, we don’t have enough personal resources para ipagamot lahat. Pero, we have enough resources to hire buses.
(0:46:48) So kung by Monday or Tuesday, DOH, hindi kayo mag-ayos, ibu-bus ko lahat ng kamag-anak ng pasyente para mapirmahan niyo, para mapagamot yung mga pasyente. Kasi hindi naman ako aatras e. Di ba? May sakit sila. Andami-dami niyong pera. Abroad ka nang abroad, Mr. Secretary. Picture ka nang picture kasama ng mga nasa vape. Di ba? Tapos, flu shots lang, hindi nyo ma-bid, hindi makasama.
(0:47:17) Tapos just because ang tingin mo wala na ako ngayon sa paningin ng malacanang, tatanggalin mo yung privilege namin. Sen. Win, you’re now the senate president. May DOH secretary ka na mumulitika. The ball is in your hands. Pero papayag ba tayo? Sa atin ano ba ang isang weekend? Pero yung may sakit na hindi matuloy yung CT scan niya, hindi matuloy yung MRI niya, hindi matuloy yung dialysis niya, that can be fatal. So sasabihin nyo kami na mumulitika.
(0:50:34) Yan ang ginagawa niyo. So sorry, mapupunta at mapupunta tayo sa politika because we have to fight the daily battles. But my point is strategy versus tactics. Daily battles versus the war. The war is really for the kind of Philippines we want. Di ba? And yun ang last ko sasabihin.
We have to articulate that. We have to articulate. So yung mga men and women of God na nandito ngayon na you will be speaking on those topics. Pasensya na po kayo kung napunta ako sa daily battles. But that’s what we’re facing. Iba-iba tayo ng trabaho.
(0:51:10) May taga-fast, may taga-pray, may taga-encourage, may taga-luto, may taga-linis. Di ba? So we’re all part of that giant puzzle that the Lord has put. But as long as we said, Lord, use me. Lord, send me. I think we’ll be okay. So sa lahat ng nagpa-pray for us, lahat ng trabaho for us, guys, kayo yung inner core. So don’t lose faith. Some of you didn’t sign up for this. But even if you didn’t sign up for it, you had in your mind the kind of Philippines you want.

So kung tingin nyo education yung problem, you’re probably drafting a super good bill on education. Di ba? Or if you’re talking about local government, baka nakadikit kayo sa pinakamagagaling na local government sa Metro Manila, dumikit kayo sa Taguig, sa Pasig, sa Manila, sa Quezon, whatever. Di ba? Dumikit kayo sa Cebu, dumikit kayo sa Davao, sa Peace and Order, and you think that’s the way. But his ways and his thoughts are not ours.

So let’s not only do, let’s do more, let’s not only do more or work harder, let’s work more intelligently.
