An Act Creating the Emergency Response Department (ERD), Appropriating Funds Therefor, and for Other Purposes

This bill establishes the Emergency Response Department, which is a focused, streamlined, specialized department to upgrade the government’s capacity to plan, respond, and recover from disasters in an effective and speedy manner. NDRRMC and OCD will be subsumed in the department. PHIVOLCS and PAG-ASA will serve as attached agencies.
