An Act Establishing a National Health Passport System Integrated with the Philippine Identification System (PhilSys), Strengthening Primary Healthcare by Mandating the Department of Health and the Philippine Health Insurance Corporation to Ensure That Every Indigent or Disadvantaged Filipino Citizen Receives, Free of Charge, a Comprehensive Executive Check-Up At least Once a Year, Appropriating Funds Therefor, and for Other Purposes
This bill proposes that every Filipino will receive a Health Passport that is interoperable with the Philippine Identification System (National ID). An optional QR code leading to the digital record may be printed on the PhilID for seamless authentication. The Health Passport captures a person’s complete medical and dental history, laboratory results, prescriptions, PhilHealth benefits, and other health data, and functions as a valid ID for free diagnostics and treatment in public hospitals, with data protected under the Data Privacy Act.
